Project Description
The purpose of the USAID Health Reform Support (HRS) project is to support a transparent, accountable, and effective health care system that is capable of meeting the health needs of the Ukrainian people. Advancing health sector reforms, enhancing transparency, and tackling corruption will reduce out-of-pocket payments and improve access and availability of high quality, evidence-based health care services for Ukrainians. Elimination of corruption is a cross-cutting theme across all objectives to be achieved by this activity, which include:
Improve health sector governance.
Support the transformation of the healthcare financing model.
Strengthen the health workforce.
Enhance transparency, accountability, and responsiveness of the health care system.
Improve service delivery system at all levels.
Scope of Services
The Administrative Officer will provide technical assistance to USAID HRS in administrative and operational support for the Health Recovery Project Office at the Ministry of Health (RPO) from the consequences of the war.
Description of Services
Services will include, but will not be limited to:
Handling the accounting, registration, review, and preparation of incoming correspondence for management reporting, including paperwork and letters; preparing documents and reconciling them with relevant departments as per the chief's instructions.
Preparing and distributing materials for meetings and conferences in a timely manner, providing logistical support, organizing meetings, and coordinating visitor reception.
Organizing meetings and overseeing the manager's work schedule, including confirming participation, coordinating communication, preparing visit programs, and creating necessary documentation for business trips.
Monitoring and filling in the necessary indicators in the specified databases.
Collecting and analyzing data related to project activities.
Collecting and systematizing materials for creating presentations.
Ensuring the timely implementation of management resolutions by the Ministry of Health departments and verifying the completeness of their execution.
Facilitating communication and coordination with Ministry of Health departments, enterprises, institutions, and organizations under its management, as well as with regional and Kyiv city state health administrations, expert groups, and other involved experts on the relevant issues and tasks.
Providing input to other USAID HRS activities, as needed.
Work Location & Travel
The Administrative Officer will be based in Kyiv and co-located with the Ministry of Health. No travel is anticipated.
Requirements
Bachelor’s degree (or higher)
Excellent written and verbal communication skills, using diplomatic and tactful language, even in stressful, time-sensitive situations
Fluency in Ukrainian; professional level of English
Minimum of 2 years of previous experience with administrative work; work in the governmental sector would be considered an asset
Excellent time management and organizational skills to prioritize and plan tasks
Exceptional ability to meet deadlines
Excellent presentation and meeting arrangement skills
Ability to thrive in a fast-paced, fast-changing environment
Positive team player with strong interpersonal and relationship-building skills

Reporting Requirements
The Administrative Officer will provide updates on the progress of services to the Healthcare Recovery and Restoration Manager.
