Remuneration: Fees are subject to negotiation and shall not exceed established market rates

Indicative LOE/Time Frame: Full-Time, November 2024 – March 2026

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services)

Citizenship: Ukrainian

Language Requirements: Fluency in Ukrainian/Russian and English, written and spoken.

Project Description: The FCDO commissioned Alinea International to establish a strategic communications support platform to assist the Government of Ukraine.  This platform enables Government of Ukraine to meet the increased public demand for transparent communications caused by Russia’s illegal full-scale invasion of Ukraine. This includes public information campaigns in support of the Government’s policy priorities.  

About the Work: The expert will ensure all activities are delivered in time and are appropriately documented. S/he is expected to work closely with the Deputy Team Lead in Ukraine and participate in relevant project meetings.

The Role: The Campaigns Lead will be responsible for planning, coordinating and overseeing the implementation of communications campaigns in support of Government of Ukraine priorities. This role will require strong leadership, creativity, and collaboration with internal teams and external government partners. It will also be responsible for the line management of the Campaigns Coordinator in the first instance.

The Campaigns Lead will be working closely with the client(s) in relevant GoU bodies and will liaise with relevant stakeholders to develop coordinated approach to all stages of campaign planning, development, implementation, and evaluation.

The Campaigns Lead’s responsibilities will include, but not be limited to, the following:

  •         Work closely with the Government to plan, implement, and evaluate communication campaigns in support of agreed thematic priorities. Manage critical relationships with key stakeholders.
  •         Commission and manage creative agencies on framework agreement to support the design and implementation of specific campaigns. Oversee the development of creative concepts, messaging, production (all types – video, digital, print, OOH), advertising placement, dissemination channels and so on. Ensure that all contributors are aligned with the campaign’s objectives and timelines.
  •         Ensure planning, implementation, evaluation, and learning according to industry best practice, including evidence-based planning, drawing on audience insight and research, narrative/message testing, creative concept testing, high-quality production, evaluation and after-action review. Work with the stakeholders MEL team to develop campaign-specific evaluation, based on the project-provided template and UK Government’s Evaluation Framework (GCS).
  •         Ensure that all communications and messaging across different channels are consistent with the agreed brand identity and values.
  •         Develop contingency plans and manage crisis communications efforts, should any issues arise during the campaign.
  •         Plan and deliver workshops to enable learn-by-doing approach when working on cross-sectoral campaigns.

Key Deliverables:

  •         Regular progress reports to the DTL and wider project team; consultation with relevant project staff on each stage of campaign planning/implementation and post-campaign evaluation.
  •         High-quality, compelling and resonant and GESI-sensitive campaign materials, including digital and media products, and branded content.
  •         Media and stakeholder engagement plans with measurable outcomes.
  •         Crisis communication plans as needed.


Required Qualifications:

The ideal candidate should have:

  •         Educational background:

Bachelor’s degree in Communications, Public Relations, Marketing, or a related field. A Master’s degree is preferred.

  •         Professional experience:

At least 5 years of experience in strategic communications, media, marketing, or public relations. Experience leading successful communications campaigns essential, preferably in government sector, funded by international donors.

  •         Skills:
    •         Strong understanding of communications, media relations, and digital marketing.
    •         Excellent written and verbal communication skills.
    •         Proven experience in managing large-scale, multi-channel campaigns.
    •         Ability to think creatively and produce innovative messaging strategies.
    •         Experience in managing stakeholder relationships.
    •         Proven ability to work under pressure and manage multiple projects simultaneously.
  •         Technical proficiency:
    •         Knowledge of social media tools, content management systems, and analytics platforms.
  •         Personal attributes:
    •         A strategic thinker with strong leadership skills.
    •         Highly organized with attention to detail.
    •         Adaptability, creativity, and problem-solving ability.
    •         Experience in working with international development organizations and familiarity with campaign management and reporting in donor-funded projects.
    •         Diligent professional with the ability to multi-task and priorities tasks promptly and efficiently.
    •         Strong verbal and written communication skills, with an enthusiasm for working in a highly-collaborative setting – sharing best practices, lessons learned, and assisting where gaps exist.
    •         Superb organizational, interpersonal, communication, and negotiation skills. You are willing to develop an understanding of national-level government agencies, their service delivery, and communications plans.
