In Ukraine, Geneva call is launching a multiyear program to answer to the current situation aiming in the short term to build IHL knowledge among all parties involved in the conflict; and over the middle-long term to leverage policy development and enforcement of norms related to the protection of civilians and public infrastructure and negotiating humanitarian access. Overall, Geneva Call aims to develop humanitarian engagement with armed parties and communities as a means to create space for dialogue on the protection of civilians. Geneva Call works in the whole territory of Ukraine.

Core Responsibilities

1. Programme Implementation and Development

  • Coordinate all technical activities at and oversee implementation of multiple assigned projects at field level according to relevant objectives and outputs, ensuring all projects meet targets; 

  • Lead on operational aspects of field-level delivery; 

  • Support HoP in quality project planning, implementation, monitoring and evaluation in line with internal and donor work plans in field offices; 

  • Provide quality regular reports to the HoP on projects implementation, status, identified issues and activities ensure regular monitoring of projects implementation using developed tools; 

  • Lead regular project reporting on field-level implementation, context and challenges; 

  • Oversee the collection and analysis of information relating to the context, conflict situation, humanitarian needs and potential impact on GC’s work in project area(s); 

  • Ensure sufficient field  assessments done into specific humanitarian issues in project areas to analyse trends and support arguments to improve compliance with humanitarian norms; 

  • Analyze conflict and humanitarian situation on a regular basis and ensure its integration into project design and implementation; 

  • Suggest partnerships with relevant stakeholders where required also identifying them, that can contribute to the success of GC mission – where required, lead on the partner activities; 

  • Supports the HoP in the day-to-day design, delivery, and progress of the multiple assigned projects’ activities against agreed targets; 

  • Conduct/lead Monthly/Quarterly Project Cycle meetings with field teams and country management team for progress review and course corrections; 

  • Contribute to Donor Narrative reporting.  

  • Ensure quality monitoring and evaluation of projects and interventions, working with relevant MEAL staff to coordinate and roll out MEAL systems; 

    Lead the development and the implementation of new activities; 

2. External relations 

In coordination with the Head of Programme,  

  • Lead on Engagement in Ukraine; Chair the Engagement Meeting and set engagement targets and methods; Ensure the development and the update of engagement guidelines (Engagement Strategy, Engagement Prioritization Criteria, etc.)  

  • Suggest partnerships with relevant stakeholders where required also identifying them, that can contribute to the success of GC mission – where required, lead on the partner activities. 

3.  Innovation  

  • Support implementation of communications strategy including campaigns, events, other initiatives; 

  • Plan and see through the production of innovative communications materials localised through consultations involving target audiences; 

  • Contribute to the digital tools work stream to develop new IHL innovative tools  

  • Support the operationalization of new GC tools in field offices (e-Learning platform, Law of Armed Conflict App, etc.)

4.  Financial Management 

  • Contribute to transparent and timely programme-related financial management following GC protocols; 

  • Work on developing programme budgets which further contributes to country budgets; 

  • Track programme spending plans/Forecasting and contribute to monthly BVAs for field offices with the country management team to ensure programme spending is on track; 


5.  Human Resource Management 

  • Support on recruitment process of the programme teams; 

  • Line-manage relevant field project staff and relevant coordinators; 

  • Provide guidance and constrictive feedback on regular basis to team members and manage the performance of relevant staff using GC Performance Management system; 

  • Develop annual objectives with the team, and conduct regular review of the progress made towards achieving them; 

  • Supervise and provide ongoing support, capacity development and mentoring to the project staff, to enable them to successfully perform in their positions; 

  • Expand IHL trainer roster with new IHL trainers and ensure their capacity building;  

    In cooperation with MEAL and Legal and Policy Unit, organise capacity building for programme staff. 

Education:

Completed degree of Higher Education in relevant field such as Political or Social Science, International Humanitarian Law or Human Rights or equivalent 

Technical knowledge or experience in:

  • Project Cycle Management: Project planning, monitoring, reporting and evaluation, financial management; 

  • Managing projects, partnerships and teams; 

  • Protection, disaster risk reduction or humanitarian experience; 

  • Designing and implementing training programmes; 

  • Software skills (MS Office, Excel, KOBO, social media, email); 

  • In-depth knowledge of the conflict context in Ukraine; 

  • Knowledge of relevant international, national and regional policy and legal frameworks

  • Strong logic and organisational skills, flexibility and adaptability to change; 

  • Leadership qualities and unwavering integrity; 

  • Ability to take responsibility, strong communication skills;

  • Accuracy and reliability, ability to reach results and meet deadlines under pressure.

All Geneva Call offices are equipped with standard safety resources.
