Employment Description
Momentum Wheels for Humanity is implementing Development of Outpatient Rehabilitation Care in Ukraine project in Ukraine. The ongoing war in Ukraine has significantly disrupted the national healthcare system, particularly access to timely, high-quality rehabilitation services. In response, the project aims to strengthen local health systems by establishing or improving six outpatient rehabilitation departments in hospitals across Ukraine. These departments will serve community members, veterans, and military personnel with war-related injuries and chronic conditions. The initiative includes facility renovations, procurement of NHSU-compliant rehabilitation equipment, and capacity building for healthcare professionals.
The Program Officer will provide programmatic and administrative support to ensure effective and timely implementation of project activities. This includes assisting with work planning, documentation, stakeholder coordination, reporting, logistics, and data collection. The Program Officer will work closely with the Program Lead and other technical and administrative staff to ensure smooth day-to-day operations and maintain strong communication with partner healthcare facilities and government stakeholders.
The employee must be willing and able to work in Ukraine.

Employment Overview
Reporting to the Program Lead, the Program Officer will have the following responsibilities.
Key Responsibilities:
Project Implementation Support
- Assist in the preparation and regular updating of the project work plan, ensuring all activities are tracked and documented.
- Coordinate with partner healthcare facilities to gather site-specific information related to renovation, equipment needs, training schedules, and NHSU contracting readiness.
- Support logistics and administrative tasks related to training sessions, site visits, equipment delivery, and stakeholder meetings.
- Maintain detailed documentation of project activities, including meeting notes, correspondence, and deliverables.
Stakeholder Coordination
- Serve as a point of contact for assigned partner healthcare facilities and local health authorities.
- Support communication and information flow between the project team and external stakeholders, including MoH and NHSU representatives.
- Participate in field visits to project sites and document findings and follow-up actions.
Monitoring, Evaluation, and Reporting
- Assist in data collection, entry, and analysis related to project indicators, outputs, and outcomes.
- Contribute to monthly progress reports, donor updates, and internal documentation.
- Track and report on progress toward NHSU contracting and service launch at each site.
Procurement and Operations Support
- Support the procurement team by collecting and verifying site-specific technical specifications for rehabilitation equipment.
- Assist with inventory tracking, distribution logistics, and coordination with vendors and facility managers.
- Help ensure that procurement, renovations, and installations comply with project timelines and standards.
Reporting and Documentation:
- Support the Program Lead in the development of donor and ad hoc reporting, consolidate technical and other inputs from the Ukraine project team to ensure high-quality, accurate, and timely reporting.
- Draft regular progress reports to the donor and other stakeholders.
- Report to the Program Lead, providing regular updates on progress, challenges and success.
- Participate in MWH Ukraine team meetings
Required Qualifications
- Bachelor’s degree in Public Health, Public Administration, Social Sciences, Project Management, Business Administration, International Development, or a related field; or an equivalent combination of education and relevant professional experience.
- At least 2 years of relevant professional experience in program coordination, program support, project administration, operations, or similar roles, preferably in the health, rehabilitation, humanitarian, development, or social sectors.
- Strong organizational and administrative skills, with the ability to manage multiple tasks, follow up on deadlines, and maintain attention to detail in a fast-paced environment.
- Strong written and verbal communication skills in Ukrainian.
- Ability to prepare and maintain clear documentation, including meeting notes, trackers, correspondence, and progress updates.
- Ability to coordinate effectively with multiple stakeholders, including healthcare facilities, local authorities, vendors, and project team members.
- Proficiency in Microsoft Office (especially Word, Excel, and PowerPoint), Google Workspace, and general digital collaboration tools.
- Willingness and ability to travel to project sites within Ukraine, as required.
- Ability to work independently on routine assignments while maintaining close coordination with the Program Lead and broader project team.
Preferred Qualifications
- Working knowledge of English, including the ability to read and contribute to basic project documentation, correspondence, and reporting.
- Previous experience supporting donor-funded projects, particularly in the healthcare, rehabilitation, or humanitarian sectors.
- Familiarity with the Ukrainian healthcare system and key institutions, including healthcare facilities, local health authorities, MoH, and/or NHSU.
- Experience supporting project reporting, data collection, monitoring of activities, or tracking project indicators.
- Experience assisting with logistics for trainings, workshops, field visits, procurement processes, or equipment delivery.
- Experience using online project management or task-tracking tools.
