CARE is among the world’s largest international non-governmental humanitarian relief and development confederations. CARE was founded in 1945 by American charity organizations in to overcome the food crisis
in Europe after World War II. It has a confederation organizational structure. Now country offices work in more than 110 countries of the world. CARE's humanitarian aid reached about 200 million people. The organization pays special attention to the expansion of women's rights and opportunities CARE strictly adheres to the principles of a human dignity, gender equality, non discrimination, and equal access to humanitarian services for all people, regardless of sex, age, gender identity, political or religious affiliation, or origin.
CARE’s vision is to seek a world of hope, inclusion, and social justice; where poverty has been overcome and people live in dignity and security. To maximise the impact of our work and to create more equitable and sustainable structures we work closely with civil society, government institutions and the private sector in our partner countries. We attach particular importance to working with local project partners, especially with organisations that promote women‘s rights and opportunities. They are an important guarantee of sustainable success and that our activities are aligned with the real needs of the people. Together we develop solutions, involve local institutions such as authorities, governments, local councils or informal groups such as women‘s groups. Context in Ukraine
CARE launched its humanitarian operations in Ukraine in March 2022, in direct response to the full-scale invasion and the rapidly escalating humanitarian crisis. As millions of people were forced to flee their homes and critical infrastructure came under attack, CARE mobilized to provide immediate, life-saving assistance to conflict-affected communities across the country. In the initial phase of the response, CARE focused on meeting urgent needs through a multi-sectoral humanitarian approach, including cash assistance, water, sanitation and hygiene (WASH), protection, sexual and reproductive health (SRH) and shelter support. From the outset, protection and dignity were central to all interventions, guiding programme design and delivery across sectors. Since 2022, CARE-supported programmes have reached more than 1.5 million people across Ukraine.
CARE UKRAINE
CARE’s response in Ukraine is implemented primarily through partnerships with Ukrainian civil society organisations, including women-led groups and women’s rights organisations that are deeply rooted in the communities they serve. More than 70% of CARE’s funding in Ukraine is channelled through national partners, strengthening local leadership and enabling sustainable, community-driven humanitarian action. Since the start of its operations in the country, CARE has partnered with over 20 national organisations, including Stabilization Support Services, Girls, YurFem, East SOS, Avalyst, Women’s Perspective, and others.
A defining feature of CARE’s work in Ukraine is its leadership in advancing gender-responsive humanitarian action. Together with the NGO Girls, CARE co-chairs the Gender in Humanitarian Action (GiHA) Working Group in Ukraine and was among the first organisations to conduct and publish Rapid Gender Analyses in response to the crisis. The evidence and recommendations generated through these analyses have since informed a gender-sensitive and gender-transformative approach to humanitarian response across Ukraine, influencing both CARE’s programming and wider sectoral practices.
In practice, this commitment is reflected in CARE’s strong programmatic focus on protection, with particular emphasis on preventing and responding to gender-based violence (GBV) and addressing psychosocial needs. CARE and its partners provide GBV case management, psychosocial and legal support, and dignity kits, working closely with trusted women-led and women’s rights organisations to ensure services are accessible, survivor-centred and contextually appropriate.
General objectives
The Communications Coordinator plays a key role in increasing public awareness of CARE’s work in Ukraine. The position leads communication activities that highlight humanitarian needs, particularly of women and girls, and the impact of CARE Ukraine’s and partners’ interventions. This includes showcasing the role of staff and project participants to local and international audiences and promoting CARE’s reputation through consistent branding.
The Communications Coordinator will support CARE communications and media teams with up-to-date information, human-interest content, media materials, photos, and videos. The role liaises in-country with relevant stakeholders, represents CARE’s position externally, and coordinates among CARE Ukraine’s Program team, CARE Germany Communications Team, and CARE International Communications Working Group (COMWG).
The Communications Coordinator works under the direct supervision of the Country Director.
Function
Responsibilities
External Communications and Media Relations
- Develop a comprehensive communications strategy, which seeks to contribute to the achievement of CARE Ukraine’s country strategy and which defines the work streams, tasks and products required to achieve the objectives of the strategy.
- Work with program teams and partner organizations to collect stories and visuals (photos, videos) about CARE’s impact on the ground to inform donor reporting , fundraising and profiling of CARE in Ukraine and abroad.
- Regularly produce materials such as press releases, opinion editorials, feature stories, talking points, and key messages for events and conferences.
- Lead content creation for websites and social media: human-interest stories, blogs, photos, fundraising content, and newsletters.
- Respond to requests for information from journalists, CARE International members, and donors, including arranging interviews and field visits.
- Act as media focal point to coordinate media and COMWG (Communications Working Group) calls.
- Proactively develop newsworthy media angles, press releases, and other content.
- Undertake local media and social media monitoring to advise on trends and narratives relevant to CARE.
- Coordinate with external designers or consultants (when appropriate) to produce brochures, posters, videos, and presentations aligned with CARE International Brand Standards.
- Support field visits, VIP visits, and donor delegations with communications coverage.
Donor Visibility & Compliance
- Ensure all communications, publications, reports, and promotional materials comply with donor visibility requirements, branding rules, and contractual obligations.
- Review and approve communications related to partner projects, including social media posts, press releases, brochures, and presentations, for alignment with donor and CARE visibility standards.
- Advise program, partnership, and administrative teams on donor visibility rules, including branding, acknowledgements, and logos, and ensure correct implementation across all materials.
- Monitor adherence to donor branding and visibility rules during procurement, events, and partner engagements, providing approvals as required.
- Maintain up-to-date knowledge of donor visibility guidelines, CARE corporate standards, and communication policies; provide training and guidance to staff and partners.
Internal Communications
- Keep CARE Ukraine staff and partners up to date with essential communications materials (e.g. anniversaries, reports, campaigns).
- Share communications updates and final products with COMWG and the CARE confederation.
- Maintain and update the communications work plan, ensuring alignment with global and regional efforts.
- Organize regular trainings (e.g. media trainings) for focal points, spokespeople, grant managers, and technical advisors.
- Enhance CARE’s visibility in the offices and field locations.
- Produce quarterly newsletters for CARE confederation and partners.
- Support program teams in developing and implementing project communication plans.
- Ensure all project and field offices follow CARE’s branding standards.
Brand & Corporate Identity
- Ensure all external and internal communications comply with CARE’s Brand Guidelines and visual identity standards.
- Review and approve publications, graphics, presentations, and social media content for alignment with CARE’s branding and messaging principles.
- Support teams and partners in applying CARE’s branding standards consistently across all communications channels.
- Maintain oversight of logos, templates, and corporate materials to prevent incorrect usage.
- Provide guidance and training to staff on brand and messaging standards as required.
Publication & Content Oversight
- Monitor and coordinate all content produced by CARE Ukraine (reports, brochures, newsletters, social media posts) to ensure accuracy, appropriateness, and alignment with CARE’s values.
- Approve or provide input on communications materials before dissemination to ensure clarity, consistency, and quality.
- Track media mentions and publications about CARE Ukraine and advise on corrective or proactive communications as needed.
Compliance & Safeguarding
- Ensure all communications respect CARE’s Safeguarding Policy, Code of Conduct, Anti-Fraud and Anti-Corruption Policy, and PSHEA standards.
- Guarantee accuracy, ethical representation, and dignity in all messaging.
- Support risk assessments for communication activities and ensure compliance with donor requirements.
Other Duties
- Adjust communication strategies in response to a rapidly changing humanitarian context.
- Perform additional tasks as assigned by the Country Director.
Mandatory criteria for longlisting:
- University degree or/and bachelor’s degree in communications, political sciences, development, public administration or relevant fields.
- Strong written and oral communications skills in Ukrainian and English
- Demonstrated editorial skills for public-facing communications products
- Demonstrated experience of an ability to craft clear, concise and engaging messages and stories
- Demonstrated experience and creativity in storytelling and digital skills (photography, social media etc.)
- Demonstrated ability to work in a diverse team and on short deadlines: the position requires an individual who can work overtime when required
- Demonstrated commitment to CARE’s humanitarian mission including principles of gender justice and equality
Expected
- Three to five years of experience working in NGOs or journalism leading communications and public relations
- Excellent organizational skills and ability to work independently, manage time and execute tasks
