General Context:

HEKS/EPER is actively engaged in addressing the humanitarian crisis in Ukraine, responding to the far-reaching consequences of the ongoing conflict. The organization provides emergency assistance, focusing on those most affected by war, including displaced individuals and vulnerable communities. Its efforts emphasize the provision of essential services such as shelter, food security, and psychosocial support, alongside facilitating integration and resilience-building measures.

Role Overview: 

Humanitarian Access and Security Coordinator (HASC) plays a crucial role in ensuring the safe and effective delivery of humanitarian aid in Ukraine. This position involves developing and implementing security protocols, assessing access risks, and coordinating with relevant stakeholders to enable the organization's operations in challenging environments.

 Roles and Responsibilities: 

  • Support CD, SMT, Country Coordination, Field Operations Managers, and all Security staff on all related to Safety and Security matters
  • Responsible for the continued review and updates of all security documents, related procedures and their implementation
  • Conduct comprehensive security risk assessments for each area of operation is operating in allowing reviewing and developing access strategies aligned to the local context
  • Coordinate with relevant authorities, local communities, and partners to improve relations, understanding and recognition of operational objectives as well as reviewing best practice for humanitarian activities
  • Establish and maintain relationships with key stakeholders, including government agencies, UN bodies, and local NGOs
  • Monitor and analyse the security situation in Ukraine, providing regular updates and recommendations to the management team
  • Facilitate and promote various health, Safety and security training for staff, ensuring a high level of preparedness and adherence to security protocols
  • Advise on the design and implementation of programs with a focus on minimizing security risks by mitigate and ensuring compliance with humanitarian principles
  • Participate in security coordination forums and represent the organization in relevant meetings with external partners
  • Manage incident reporting and response mechanism, including crisis management
  • Support Program teams in charge of designing new proposal
  • Management of the Safety and Security Budget

 Further responsibilities:

Assures that safety and security risks are evaluated, mitigated, and followed up on.

  • Evaluate the risks of the mission.
  • Evaluate the risks of the locations where HEKS is working (included premises and programs).
  • Propose the specific security rules for the mission, bases, and activities in order to reduce the risk identified.
  • Take the necessary measures for the reduction of the exposure to the threats (protection).
  • Take the necessary measures for the reduction of the impact (contingency planning).
  • Take the necessary measures for the reduction of the threats (acceptance).
  • Support the heads of project for the identification of the relevant actors important for the security management in the areas of work.
  • Identify the external resources, according to the needs for training, decrease of vulnerability and impact.
  • In case of incidents, prepare or support the preparation of incident reports and transfer them to the relevant persons in the mission and HQ. Will also be in charge of the follow up of the incident in the decisions and recommendations.

  Role Competencies:

  1. Professional Competencies:
    1. Experience in security management
    2. Academic training in Law, Political science, Statistics or other similar domain
    3. 5 years experience as coordinator in a security related field (security, logistics, country coordinator) in a Human Aid organisation
    4. Experience in the coordination of personnel, monitoring and Program evaluation
    5. Operational Security Management
  1. Behavioural Competencies: 
    1. Ability to plan, organise and resolve, date, mapping, GIS know-how
    2. Good communications skills and intercultural awareness
    3. Fluent in Windows, MS Office
  2. Languages:
  3. English is essential, Ukrainian preferred, other languages like Russian a plus
