About the job 

The ICRC Analysis and Evidence Unit is looking for a skilled and dedicated Manager to lead our Accountability to Affected People (also known as Community Engagement) team in Kyiv. In this impactful role, you will drive the ICRC’s strategy for meaningful community engagement and directly support teams working with those affected by armed conflict.

As the Accountability to Affected People Manager, you will be key in helping operational teams understand the unique social dynamics within communities where ICRC operates. By fostering effective communication channels, you will ensure that communities receive vital information and have the opportunity to provide feedback, strengthening our work and building trust.

Your Tasks and Responsibilities

  • Oversee a dedicated team of three, including our Community Contact Center (hotline) manager, which supports over 20 colleagues in providing vital community outreach and assistance
  • Spearhead the implementation of ICRC’s AAP strategy and design actionable work plans that bring these principles to life
  • Track the success of our AAP strategy by reporting on best practices, achievements, and challenges, helping us continuously improve our impact
  • Help our teams better understand the demographics and social contexts of conflict-affected communities in Ukraine. 
  • Facilitate information-sharing about ICRC programs and the Code of Conduct while gathering valuable feedback to shape our approach
  • Champion data disaggregation and analysis based on gender, age, and disability to enhance program inclusivity
  • Provide expert guidance in ensuring that our programs remain respectful, equitable, and inclusive
  • Identify training needs and lead AAP sessions using relevant methodologies and resources to strengthen team skills
  • Support the Community Contact Center (hotline) in refining systems and processes to ensure high response rates and quality feedback management
  • Engage with partners in the Red Cross and Red Crescent Movement and other humanitarian organizations to champion and expand the AAP approach

About you

To be successful as an Accountability to Affected People (AAP) Manager in the Analysis and Evidence Unit, you should possess the following qualifications and experiences and have the following characteristics:  

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • Master's Degree in a relevant subject (management, humanitarian action, anthropology, gender studies, international relations and political science, law) or professional certification 
  • Typically, ten to twelve (10 to 12) years of professional experience, including in the humanitarian sector
  • Expertise in AAP or community engagement, inclusive programming, or social context analysis 
  • Excellent communication and coordination skills 
  • Advanced experience in project management and program quality, experience in delivering training, understanding of adult learning principles
  • Experience in advising staff, alongside strong knowledge of relevant legal, operational, and technical policies and proficiency in people and relationship management
  • Professional fluency (written and spoken) in English, Ukrainian, and Russian is desirable
  • Computer literate, including sound knowledge of Microsoft Office
  • Experience in analyzing and interpreting information for decision-making purposes
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
