Project Summary:

This project provides the US State Department with monitoring services to monitor the delivery and use of US foreign assistance in Ukraine. The project involves working with grantees to develop monitoring plans identifying performance indicators to report progress, compiling submitted data into reports for State Department review, and overseeing visits to sites where US assistance is being utilized to verify assistance is being used as intended.

Position Summary:

The Monitoring and Evaluation (M&E) Specialist position will provide monitoring and evaluation technical support to USG funded activities and organizations, as requested by the Department of State. The Monitoring and Evaluation Specialist should be located in Ukraine. The M&E Specialist will be primarily responsible for working with partners to develop robust monitoring and data collection frameworks to ensure accountability, and the effectiveness of USG funded support to Ukraine. The M&E Specialist may also design and implement primary data collection to ensure accountability of USG support and assess progress against key US government objectives

Responsibilities:

  • Support USG implementing partners to develop program theories of change and results frameworks to allow these partners to continue to assess their progress towards achieving their objectives.
  • Support USG implementing partners to develop robust monitoring frameworks to assess the results from their activities. This will include helping implementing partners to develop logical frameworks and effective output and outcome indicators for results. It will also include reviewing data collection instruments and processes to ensure that collected data is valid, reliable and timely.
  • Where necessary, design and implement primary data collection (through observations, key informant interviews and focus groups) at partner assistance sites to ensure both that partner interventions are being implemented as designed and that partner data collection approaches are being implemented in the field at sufficient rigor to assess results.
  • Check data quality and troubleshoot challenges when they arise.
  • Analyze data and synthesize research findings into succinct reporting.
  • Liaise and coordinate with Field Team Leader to address missing or incomplete information.
  • Report to the Field Team Leader on a regular basis by providing a weekly activity report as required.
  • Work with data platforms, database, and select technologies to capture and organize data.

Qualifications:

  • Master’s Degree in relevant field of study (Public Policy/Administration, Social Sciences, Economics, Monitoring and Evaluation, etc.)
  • At least five years of progressive experience in the areas of monitoring, evaluation and research, including experience in specific skill sets as described below.
  • Demonstrated experience working with program design and implementation models, including theories of change and logical frameworks.
  • Demonstrated experience developing frameworks to monitoring the results of programs and projects, such as results frameworks and logical frameworks, and indicators.
  • Demonstrated experience designing quantitative and qualitative data collection instruments to collected high quality data.
  • Demonstrated experience, in Ukraine, conducted primary research, including observations, key informant interviews, focus group discussions and surveys.
  • Demonstrated experience synthesizing and analyzing complex quantitative and qualitative data and drafting reports that clearly present the findings from this data analysis.
  • Demonstrated skill in establishing and maintaining effective working relationships with a variety of stakeholders of different backgrounds.
  • Ability to manage multiple deadlines and prioritize deliverables in a timely manner to meet quick turnaround.
  • Fluent in Ukrainian and English, speaking and writing, required.
  • Understanding of digital security practices desired, but not required.
