About PAH:

Polish Humanitarian Action (PAH) is an international non-governmental organization which since 1992 has been providing humanitarian and development help worldwide. So far, the interventions have been carried out in 46 different countries. By possessing long-standing expertise in the implementation of projects in Water, Sanitation and Hygiene, Food Security and Livelihoods, as well as Nutrition and Education, PAH concentrates its global activities on ensuring sustainable and stable development of regions suffering from the consequences of armed conflicts, natural disasters and other humanitarian crises.

PAH has been present in Ukraine since August 2014 delivering humanitarian aid to the most vulnerable of the conflict-affected population. PAH provides assistance to internally displaced people, elderly and single mothers, working in the sectors of food security protection and livelihoods. PAH Ukraine is currently expanding programming from humanitarian to both early recovery and development-oriented interventions that provide sustainable livelihoods opportunities to the affected population.

Key Duties and Responsibilities:

Program Management:

  • Lead the development, implementation, and monitoring of CVA and livelihood programs, ensuring alignment with organizational objectives, humanitarian principles, and HDPN strategies.
  • Manage the design of and conducting market assessments, livelihoods assessments, and multisector needs assessments, ensuring that programs address evolving needs and incorporate long-term resilience strategies.
  • Oversee the integration of CVA and livelihood activities with other sectors such as WASH, Shelter/NFI, Protection, and early recovery.
  • Ensure the development of detailed work plans, budgets, and resource allocation for program implementation, ensuring timely delivery and compliance with donor requirements.
  • Actively participate in the development of project proposals, ensuring that the HDPN approach is integrated into program design, including proposals for longer-term interventions.

Team Leadership and Capacity Building:

  • Supervise and manage the CVA and Livelihood Coordinators, as well as other team members, ensuring effective performance management and professional development.
  • Lead the recruitment and onboarding of new staff members for the CVA and livelihood teams, ensuring that team structures are fit for purpose and meet operational needs.
  • Foster a positive and collaborative team environment that promotes capacity building, learning, and accountability.

Stakeholder Coordination:

  • Build and maintain strong partnerships with local and international stakeholders, including local governments, financial service providers, community-based organizations, and private sector actors.
  • Represent the organization in coordination meetings, including clusters and working groups, advocating for the integration of cash-based and livelihood programming as part of the HDPN.
  • Ensure alignment of CVA and livelihood interventions with local development plans and frameworks, contributing to social cohesion and long-term peacebuilding efforts.

Financial Management:

  • Oversee the financial management of CVA and livelihood programs, including budget tracking, forecasting, and ensuring compliance with donor regulations.
  • Ensure timely disbursement and reconciliation of cash and voucher payments to beneficiaries, adhering to financial and compliance procedures.
  • Monitor expenditure against budgets and take corrective action to prevent under- or over-spending.

Monitoring, Evaluation, Accountability, and Learning (MEAL):

  • Collaborate closely with the MEAL team to develop robust monitoring and evaluation frameworks that track the outcomes of CVA and livelihood interventions, focusing on both short-term and long-term impacts.
  • Ensure data collected is used for adaptive management, incorporating feedback from beneficiaries and partners to inform program adjustments.
  • Contribute to learning and knowledge-sharing initiatives within the organization, documenting best practices and lessons learned from program implementation.

Strategic Program Development:

  • Develop strategies for transitioning from emergency response to sustainable development activities in line with HDPN.
  • Identify new opportunities for program expansion and innovation, particularly in fostering economic empowerment and resilience.
  • Contribute to organizational strategy development, ensuring that CVA and livelihood interventions are positioned within broader organizational goals and HDPN frameworks.

Risk Management and Compliance:

  • Ensure compliance with all internal and donor regulations related to cash-based and livelihood interventions.
  • Identify potential risks associated with CVA and livelihood programming (e.g., market volatility, fraud risks) and develop mitigation strategies.
  • Maintain close collaboration with security teams to ensure the safety and security of teams in the field, particularly in volatile or conflict-affected areas.

Other duties:

  • Consistently and proactively monitor/assess the safety and security of field teams, promptly reporting concerns or incidents to Head of Programs and liaising with other external parties as required to maintain/enhance the security environment.

Other duties as assigned by the supervisor to enable and develop PAH programs

Country CVA & Livelihood Manager will be selected based on the qualification requirements described below:

  • Higher professional education in the relevant field of study (master’s degree, specialist);
  • Professional experience of more than 5 years
  • At least 5 years of work experience in international or local NGO;
  • Excellent verbal and written communication skills in English (is a must) and Ukrainian;
  • Understanding of the context of locations;
  • Understanding of international humanitarian work;
  • Good interpersonal skills;
  • Strong drafting, analytical, and research skills
