Assignment 

The Humanitarian Situation Monitoring (HSM) Unit conducts regular data collection cycles to monitor the humanitarian needs of populations across Ukraine, to support ongoing humanitarian planning, and to enable effective prioritization of aid efforts. The Junior Assessment Officer (JAO) is responsible for supporting the planning and implementation of assessment activities across all phases of the research cycle, as part of the Humanitarian Situation Monitoring (HSM) team within the Humanitarian Needs Monitoring Unit (HNMU). Under the direction of the (Senior) Assessment Officer and Research Manager, the JAO will support the preparation and coordination of data collection activities, conduct data analysis and support the drafting of outputs, Terms of References, Standard Operating Procedures and presentations. The position will be based in Kyiv. In addition, the position may require travel across Ukraine, conducted in close coordination with the ACTED Country Security Manager and Ukraine Country Security Team.

FUNCTIONS 

The Junior Assessment Officer will support the planning, implementation and follow up of the HSM research to which s/he is assigned, under the supervision of the HSM SAO.  

More specifically the Junior Assessment Officer is responsible for the following: 

1.    Assessment preparation and planning  

  • Coordinate with other teams within REACH to conduct secondary data reviews of existing REACH products, to triangulate, contextualize and support findings of the HSM team. 

  • Support in the design of research approaches, methodology and tools associated with each round, according to IMPACT requirements and principles.  

  • Support the (S)AO in developing and adjusting new data collection tools and data analysis plans between rounds of data collection in line with IMPACT / ACTED minimum standards.  

  • Work to incorporate feedback to adjust research design and data collection tools based on inputs from senior management, HQ, ACTED and other humanitarian partners.  

  • Collaborate with the field and data team to ensure instruments are field-tested ahead of data collection.  

  • Prepare materials for enumerator and team leader training sessions, and conduct trainings on data collection methodologies and techniques.  

  • Support the translation unit in making sure questionnaires are accurately translated to ensure data validity.   

 

2.    Assessment implementation 

  • Contributing to discussions between assessment staff and the field team / data collection provider to discuss bottlenecks, work-arounds, and ensure steady progress towards completion. Providing regular updates on the status of the research cycle, ensuring any challenges are flagged in a timely manner to senior management. 

  • Ensuring overall quality of data and adherence to standard IMPACT and ACTED processes. 

  • In close liaison with field officer(s), ensure that data is revised and cleaned, and that all revisions are recorded. 

  • In close liaison with data colleagues, contribute to data analysis on primary and/or secondary data as per ToRs, ensuring that meaningful techniques are used to analyze the data collected. 

3.    Output production 

  • The JAO will support the development of timely and accurate HSM outputs, including factsheets, qualitative briefs, presentations and dashboards, which comply with IMPACT’s guidelines and quality standards.  

  • The JAO will support data officers in checking data outputs for errors and providing guidance on necessary edits/updates to datasets.  

  • The JAO will support the planning and conducting of dissemination events, online and in-person, which may require travel to other parts of Ukraine. The JAO will also be responsible for identifying dissemination and presentation opportunities, under the supervision of the (S)AO. 

  • Ensuring tracking of all feedback provided on products. Maintaining a log of lessons learned and best practices. 

4.     Data confidentiality and protection 

  • The JAO will maintain the strictest confidentiality on all data collected and related processes. He/she will actively take measures to prevent the unauthorized sharing of any information and data belonging to IMPACT and its partners, or collected during his/her assignment with IMPACT. 

Qualifications 

Education 

University level education in social sciences, political sciences, research or other relevant field 

Technical requirements:  

  • Familiarity with research methods. 

  • Prior experience analysing quantitative data and/or drafting analytical products. Understanding and familiarity with the structure of datasets and frequency tables is necessary. 

  • Prior experience presenting research findings in Ukrainian, Russian or English preferred. 

  • Prior experience working with local authorities and/or NGOs in humanitarian/development context, or an understanding of the humanitarian coordination system, is preferred. 

  • Familiarity with Adobe products (InDesign in particular) is an advantage. 

  • Strong skills in Microsoft Office suite, including Word, Excel and Power Point. 

  • Fluency in Ukrainian and/or Russian 

  • Good command of English (at least Intermediate level B1)
