Duties:

The Program Management Assistant (Legal/Regulatory) is responsible for serving as the regulatory subject matter expert (SME) within the Department of Energy (DOE) Office in Kyiv. In this role, the assistant supports the U.S. Government’s efforts in planning, coordinating, and implementing DOE and National Nuclear Security Agency (NNSA) projects in Ukraine, including the DOE Nuclear Energy, and Nuclear Nonproliferation Portfolios. Responsibilities include maintaining contacts with host government officials, reviewing, analyzing, and translating legislation and regulations, generating legal/regulatory reports, developing project planning/risk management documents, and advising visiting U.S. officials and contractors on legal/regulatory matters. The incumbent also serves as a Program Coordinator for DOE’s Cooperative Threat Reduction (CTR) Strategic Nuclear Arms Elimination Program and Global Nuclear Security Program in Ukraine. The incumbent also serves as a Program Assistance Coordinator for DOE’s Nuclear Safety and Security programs in Ukraine. This position ensures the fulfillment of DOE/NNSA program goals by working in close coordination with implementing contractors to facilitate proper registration and implementation of DOE/NNSA project activities.

Requirements:

EXPERIENCE: Three years of experience in legal analysis or public/business administration with foreign/technical assistance projects.

SKILLS AND ABILITIES: Ability to plan, organize and implement events for high-level official visitors. Must be able to use personal computer and associated common computer programs, e-mail, word-processing, databases, and spreadsheets. Excellent service skills, strong organization skills, good oral communication skills and the ability to handle high-pressure and high-stress situations are required. Ability to use Microsoft Office (Word, Excel, PowerPoint, Teams, SharePoint)

EDUCATION: Bachelor’s Degree in one of the following: Law, Public Administration, Business Administration, Engineering Management, or Technical Management.

LANGUAGE:

Fluent (writing/speaking/reading) English

Fluent (writing/speaking/reading) Ukrainian
