Background
Since 24 February 2022, Ukraine has been under attack by Russia causing an immense humanitarian crisis and significant global tensions. To respond to the humanitarian needs, Solidar Suisse partnered with the Ukrainian organisations LAOPWD (Kharkivska and Donetska oblasts) and VIS (Vinnytsia oblast) to provide humanitarian assistance to internally displaced people (IDP), returnees and people living near the frontline among them the most vulnerable. The project covers Cash for Protection, Mental Health and Psychosocial Support, GBV Case Management, winterisation support as well as Multipurpose Cash Assistance (MPCA). The programme is expanding to cover protection activities with a new partner (Right to Protection (R2P)). The Project Officer complements the Solidar Suisse team in Ukraine and works closely with the Program Manager and Finance-admin Manager and supports other SSU team members, as well as partners.
Solidar Suisse is looking for a full-time Project Officer to ensure provision of support to the project-based, administrative and logistical arrangements, in relevance to procurement, planning, organization and follow-up of various project inputs within the Solidar Suisse humanitarian program in Ukraine.
MAIN TASKS AND RESPONSIBILITIES
Project Officer is entrusted with the following tasks:
Field-Based Project Activities
Assist in the implementation of field-based humanitarian projects, includingprotection and other emergency response activities.
Conduct regular field visits to project sites, ensure proper implementation and collect data for reporting.
Support needs assessments, beneficiary identification and verification in collaboration with local partners and responders.
Engage with relevant field actors to ensure effectiveness and address any challenges or concerns that arise during the response.
Procurement and Logistics
Lead the procurement of goods and services necessary for project activities, following Solidar Suisse procurement policies and donor requirements.
Prepare and maintain procurement documentation, including purchase requests, quotations, purchase orders, and contracts.
Ensure timely delivery of goods and services to the project sites, coordinating with suppliers, contractors, and transport companies.
Conduct market assessments and develop a supplier database for reliable and cost-effective procurement.
Administration and Operational Support
Provide administrative support for day-to-day operations, including interpreting services, managing correspondence and assisting with organization of meetings, workshops and training in both field and office.
Assist with the preparation of project documentation, including reports, meeting minutes, filing systems and other program-related materials.
Team Collaboration and Coordination
Work closely with the program team to ensure efficient coordination between field operations, procurement, and administrative functions.
Required profile and experience
Bachelor’s degree in Logistics, Business Administration, Project Management, or a related field.
Minimum of 3 years of experience in project implementation, procurement, and administration in a humanitarian or development setting.
Experience in field-based activities, including needs assessments, monitoring, and working with local communities.
Proven experience in procurement and logistics management, with a solid understanding of procurement processes and compliance.
Strong organizational and multitasking skills, with an ability to manage competing priorities.
Knowledge of humanitarian procurement procedures, policies, and best practices.
Excellent attention to detail and commitment to maintaining high standards in procurement and operational processes Strong interpersonal and communication skills, with the ability to work effectively in a multicultural and multi-disciplinary team.
Proficiency in Microsoft Office (Word, Excel, PowerPoint) and procurement software.
Advanced in English and fluency in Ukrainian;
