Background

ActionAid’s Regional Office for Eastern Europe was established in Kyiv in 2022 and is covering projects in Ukraine, Romania, Poland, Moldova and Georgia. ActionAid works through a wide range of local partner organisations in the nexus, prioritising young people’s leadership, civil society development, women’s rights and leadership, the protection of minorities, as well as humanitarian support.
ActionAid’s response to Ukraine Crisis
Given the acute situation in Ukraine and its global impact, ActionAid has decided to immediately respond to the humanitarian crisis.
Building on ActionAid’s existing partnerships and alliances in countries bordering Ukraine, we are setting up a local partner-led humanitarian response focusing initially on refugees, strengthening women’s and young people’s leadership, and providing immediate humanitarian relief, psychosocial counselling support and prevention of gender-based violence. ActionAid Spain (Alianza) is the lead for this response, supported by the ActionAid International Humanitarian and Resilience Team (IHART) in line with ActionAid’s internal emergency classification policy.
Role Description
The Junior PQMEAL & Reporting Officer works closely with ActionAid (AA) Ukraine Response team and with Ukrainian civil society partners. They are supporting the partner follow-up, review of reports, conduct post-distribution surveys, and conduct monitoring visits.
The role reports senior programme managers based in Kyiv, and works closely with the regional team in Ukraine, Poland, Moldova, Romania and Spain.
This is a position suitable for junior professionals with first experience in the NGO sector, that would like to rapidly grow as professionals while working within a dedicated, small coordination team.
Responsibilities
1. Reporting
- Assist in drafting and consolidating internal and external reports, ensuring accuracy and timely submission.
- Maintain and update reporting templates and guidelines for field teams.
- Gather, verify, and analyze data for inclusion in donor and organizational reports.
- Support in preparing presentations and briefing materials for meetings.
2. Post-Distribution Monitoring (PDM)
- Coordinate with field teams to plan and conduct PDM activities.
- Assist in developing PDM tools (e.g., questionnaires, checklists).
- Enter and clean data collected during PDM and ensure quality control.
- Contribute to drafting PDM reports and identifying key findings.
3. Monitoring Support
- Support the implementation of monitoring plans, including field data collection.
- Assist in the development and use of monitoring tools and methodologies.
- Organize and maintain monitoring records and databases.
- Provide preliminary data analysis and summaries for use in reports and decision-making.
4. Support Tasks
- Maintain an organized filing system for reports, tools, and data sets.
- Assist in training sessions or workshops for field staff on monitoring, evaluation, and reporting practices.
- Provide logistical and administrative support for PQMEAL-related activities.
- Participate in team meetings and contribute to action planning and task follow-up.
5. Other Stuff
- Quickly familiarize yourself how to use public and private sources of information about the status and activities of registered legal entities and individuals, such as youcontrol, opendatabot, dozorro, sudova vlada (court's power), etc.
- Support in identifying MEAL gaps in knowledge, skills or tools that may be covered by ActionAid`s internal or external capacity.
- Translation of documents related to the projects between English-Ukrainian.
- Report on any issues to the line manager.
Who we're looking for:
- Bachelor's degree (or currently studying) in a relevant field (international development, social sciences, law, economics, statistics, etc.).
- 1-year work experience. Experience in local or international non-governmental organisations is considered a strong asset.
- A strong drive to learn and explore, and a strong commitment to the team.
- Skills in data analysis and statistics.
- Experience in desk research, communications, and text editing.
- Communication skills in English plus Ukrainian.
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint).
- Ability to work independently and as part of a team.
