Requirements

  • Educational level required: Master’s degree in Social Sciences, International Development, International Relations, Social Work or related field. (Preferred)
  • Minimum of 1-2 years in an NGO, especially in a humanitarian emergency context and grant-funded projects, is important.
  • Experience working with vulnerable populations
  • Knowledge of the humanitarian system, coordination mechanisms, and donors is preferred.
  • Excellent ability to communicate with integrity to different stakeholders (strong interpersonal skills)
  • Good contextual knowledge of local community and social/cultural constraints and realities as well as organizational relationships
  • Experience in data processing or analysis (Excel, etc.) is helpful.
  • Ability to travel within Ukraine is required. 
  • Fluency in English

Responsibilities

Accountability Mechanisms – Complaint Response Mechanisms

  • Management of beneficiaries’ hotline, complaints boxes Set up, field visits.
  • Ensure active collection of complaints and feedback
  • Support the Ukraine team for Monitoring, Evaluation, Accountability and Learning (MEAL) with developing and establishing a complaints and response mechanism for humanitarian programming
  • Establish a help desk/information table for community members to answer beneficiary comments/questions during humanitarian aid distribution
  • Refer feedback and complaints to relevant stakeholders and departments on a regular basis
  • Follow up on internal complaints and feedback referrals with appropriate offices and sectors
  • Respond to raised pending issues
  • Communicate serious complaints to senior management

Information Provision

  • Develop and review project information materials.
  • Ensure that key information reaches beneficiaries and marginalized groups through several ways.
  • Always ensure that the principles of World Vision and Core Humanitarian Standards are upheld in all aspects of the MEAL functions and general project management.
  • Ensure that beneficiaries and partners have constant access to information about WV’s programs
  • Ensure stakeholders have access to channels that effectively process complaints and feedback in line with confidentiality and pre-defined standards.

Consultation and Participation of Affected Populations

  • Lead accountability assessments for all new project areas
  • Consult with beneficiaries before developing and implementing accountability systems to use their feedback to design the system
  • Provide technical support to Project Manager to adopt participatory approaches related to the project implementation.
  • Initiate consultation sessions with community members as required

Reporting

  • Provide detailed summaries of complaint issues for operational meetings
  • Develop monthly accountability reports and analyses of trends

Other

  • Carry out additional responsibilities and project tasks as assigned by the MEAL Manager of WV Ukraine, Project Manager
