Requirements

  • Educational level required:  Degree in relevant field (Development, Social Sciences, International development/ International relations) 
  • Experience:  2 years of experience in the field of development issues, compliance management or auditing, partnering, and humanitarian emergency affairs in conflict and post-conflict settings.
  • Demonstrates well-developed interpersonal skills, excellent communication skills, both verbal and written, as well as negotiation skills
  • Resilient and able to work in a high-pressure environment with minimal supervision
  • Able to multi-task and deal with complex issue
  • English language fluency
  • Ability to travel within Ukraine

Responsibilities

Internal and External Focal Point for Partners:

  • Ensure a pool of vetted partners in UCR strategic sectors.
  • Identify and select suitable partners for WVUCR
  • Serve as a focal point for partner issues and provide updates to stakeholders
  • Develop and maintain relationships with partner organizations, government officials, and others
  • Foster relations with project managers and other WVUCR functions
  • Promote localization agenda via key meetings and partner collaborations
  • Contribute to marketing and lessons learned materials to highlight partner capacity-building efforts
  • Participate in grant start-up workshops and partner review meetings
  • Support the development/revision of WVUCR partnership policy
  • Contribute to case studies on partnering efforts
  • Share necessary Assessment Tools with partners
  • Maintain communication between the partnership team and the GAM team
  • Recommend vetted partners for proposals and strategic UCR response
  • Ensure legal and compliance processes are followed with partners
  • Monitor and track partnership agreements and partnering issues

Compliance & Improvement:

  •  Update partner database with assessments, reports, training, and risk appraisals.
  •  Strengthen governance, systems, and processes related to partnering in UCR.
  •  Track WVUCR partnership processes across countries and provide consolidated information for leadership.
  •  Ensure compliance with localization agenda and vetting of all partners.
  •  Perform regular blocked party screenings for partners.
  •  Document, action, and resolve compliance violations
  • Sub-grant agreements, MoU and other partnering agreements are in place. 

Quality Improvement in Partnering:

  • Document evidence-based approaches for partnerships with N/INGOs, government, and humanitarian agencies.
  • Provide support for partner-led programs.
  • Strengthen WVUCR partnership processes.

Capacity Sharing with Partners:

  • Conduct capacity assessments using partner capacity scorecards.
  • Co-create and monitor capacity-sharing plans with UCR staff and partners.
  • Refine capacity-sharing approaches to meet partner needs.
  • Track partner training efforts in a database.
  • Support the development of WVUCR localization and capacity-sharing strategies.
  •  Mobilize resources to strengthen national partner capacity, particularly around finance, HR, and procurement.
