Legal Advisor, USAID Rehab4U Project

Position Summary

Momentum Wheels for Humanity is seeking a Legal Advisor, for a 5-year Rehabilitation for Ukraine Activity (USAID Rehab4U). The goal of USAID Rehab4U is to create sustainable and fully integrated rehabilitation services within the Ukrainian health system across all levels of care. 

The Legal Advisor will play a key role in ensuring the legal soundness and compliance of all project activities under Objective 1 of the USAID Rehab4U project. The successful candidate will provide legal expertise and guidance across various aspects of the project, including policy analysis, strategy development, contractual oversight, and risk management. The Legal Advisor will also support capacity-building and coordination efforts with stakeholders to ensure effective implementation of project activities.

Key Responsibilities:

• Policy and Regulatory Analysis: Conduct a thorough review of existing Ukrainian laws, regulations, and policies related to physical rehabilitation services. Identify gaps, inconsistencies, and areas for improvement to support the project’s objectives.
• Strategy Development Support: Provide legal expertise during the development of the national multi-sectoral physical rehabilitation strategy and action plan, ensuring alignment with Ukrainian law and international best practices.
• Contractual and Compliance Oversight: Review and provide advice on contracts, agreements, and MoUs with project partners, grantees, and other stakeholders. Ensure compliance with USAID regulations and Ukrainian legal requirements.
• Risk Mitigation: Identify and assess potential legal risks associated with project activities. Develop and implement strategies to mitigate these risks.
• Capacity Building: Provide training and technical assistance to project staff and partners on relevant legal and compliance issues to enhance their understanding and adherence to legal requirements.
• Stakeholder Coordination: Collaborate with government officials, legal experts, and other stakeholders to ensure the effective implementation of project activities and the development of a supportive legal environment for rehabilitation services.
• Legal Document Drafting: Draft, review, and revise legal documents such as contracts, agreements, MoUs, and other project-related documents, ensuring clarity, precision, and legal compliance.
• Consultation and Advisory Services: Provide legal consultation and advice to the Ministry of Health (MOH), National Health Service of Ukraine (NHSU), Ministry of Social Policy (MinSoc), and other project partners on legal and compliance matters.

Minimum Requirements:

• Education: Law degree from an accredited Ukrainian university or equivalent.
• Experience:
  • Minimum of 5 years of experience in legal practice, with a focus on healthcare, social services, or disability rights.
  • Demonstrated experience working on USAID-funded projects or with Ukrainian government agencies is highly desirable.
• Knowledge: Strong understanding of Ukrainian laws and regulations related to healthcare, disability rights, and public procurement. Familiarity with international human rights standards.
• Skills:
  • Excellent legal research, analysis, and drafting skills.
  • Strong communication and interpersonal skills.
  • Ability to work effectively in a team environment and engage with multiple stakeholders.
• Language: Fluency in Ukrainian (written and spoken), with proficiency in English preferred
