Position Title: Legal Aid Coordinator

Location: Kyiv, with travel to other locations in Western, Central and Eastern Ukraine

Department: Program / Protection

Report to: Head of Program Protection


TGH background

Triangle of Generation Humanitaire (TGH)

It is an international non-governmental organization (NGO) developing and implementing emergency, post-emergency and development programs since 1994. The programs belong to the field of water supply, hygiene and sanitation, civil construction (housing), food security, rural development (livelihood), social, educational and psychosocial support (protection). In 2022, its dedicated teams work in 11 countries in Europe, Asia, Africa and the Middle East. TGH has been operating in Ukraine since June 2016.

General objective of the position:

Under the supervision of the Head of Protection, the Legal Aid Coordinator initiates and formulates strategies to address identified legal issues, in particular relating to the humanitarian needs of IDPs and the war-affected populations. S/he provides technical and strategic advisory to the mission’s legal aid teams under the Protection Department, and supports the Head of Protection in increasing TGH’s legal aid reach as well as visibility in Ukraine.

Responsibilities & Duties: 

Technical guidance / Program support

  • Ensure compliance with TGH policies, guidelines, standards and donor requirements
  • Ensure compliance with strategy, tools, handbooks, guidelines and standards
  • Provide specific technical analysis and feedback to TGH representatives in coordination forums
  • LA specific technical responsibility for the implementation, quality control, monitoring, project documentation and tracking of financial expenditures for technical activities of LA projects
  • Provide specific technical support and capacity building towards project staff
  • Provide specific technical analysis and feedback to TGH representatives in coordination forums
  • Assess, promote and document ideas for technical improvement and further program development options
  • Ensure that projects target beneficiaries most in need, and explore and asses new and better ways to assist
  • Contribute to specific protection risks and needs analyses, particularly as concerns legal guidance and support
  • Contribute to designing of protection response to identified risks and needs, particularly as concerns legal guidance and support
  • Prepare and oversee program implementation to ensure timely delivery of program activities, including monitoring against log frames, individual performance management work plans, identifying program supplies needs and coordinating with the logistics team to put in place a practical phased procurement plan
  • Identify, analyse and document violations of the rights, propose and advocate remedies
  • Contribute to the monitoring and profiling exercises organized and/or participated by TGH
  • Cooperate with relevant TGH program and support departments to develop integrated response to the beneficiaries’ needs
  • Compile narrative and statistical reports in the respective formats
  • Ensure proper filing of documents, including paper files of individual cases through regular file checks, and support legal advisors to ensure electronic and paper files are followed up, kept updated, and secured in line with good practice in data protection

Monitoring, Evaluation, Accountability and Learning (MEAL)

  • Review monitoring and evaluation systems for Legal Aid  interventions in collaboration with MEAL team and the HoP
  • Lead on Legal Aid  assessments as required, in coordination with the Protection Cluster and/or other external agencies, ensuring assessment findings are documented and that all assessments include a disaggregated analysis of children's needs
  • Put in place accountability activities for Legal Aid, ensuring that feedback from children, communities, and all other relevant stakeholders is considered in program design
  • Gather lessons learned for the project and put together case studies to inform future programming and strategic directions
  • Prepare timely program and donor reports on Legal Aid  project activities

Fundraising and Advocacy 

  • Working closely with staff of the Program unit, support fundraising for Legal Aid, including development of high quality concept notes and proposals
  • Ensure that TGH's work is coordinated with efforts of other agencies and Government, and take a leadership role within Interagency Coordination forums, ensuring the specific needs of children are being addressed

Staff management and Capacity Building

  • Manage and lead TGH Ukraine Legal Aid  staff through performance planning and review
  • Provide on-going coaching, mentorship and other capacity building for TGH and partner staff
  • Design and deliver training on technical aspects of program for TGH and partner Legal Aid  staff, partners, local authorities and community members

Coordination

  • Represent TGH and maintain relationships with relevant government departments, UN agencies, NGOs and community based organizations 

Additional job responsibilities

  • The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties assigned by the Head of Protection within reasonableness of their level of skills and experience.
  • The post-holder will comply with all relevant TGH policies and procedures with respect to child safeguarding, safety and security, code of conduct, equal opportunities and other relevant policies

Job Requirements: 

Required Educational Qualification, Skills and Experience:

Education

  • University degree in law.

Professional Experience

  • Experience working in similar positions in a humanitarian/recovery context
  • Emergency response experience working in situations of displacement including in insecure and unpredictable environments
  • Previous experience with TGH in a similar position is an asset

Professional Requirements

Essential

  • Excellent technical knowledge and understanding of protection including issues relating to displacement, legal protection, case management and PSS
  • Understanding of community-based approaches, protection services and referral mechanisms
  • Good knowledge of the Ukrainian humanitarian context
  • Good interpersonal skills with the ability to communicate at all levels, establish professional networks, and coordinate with local and country authorities, donors, International Organisations and local NGOs.
  • Proactive and self-motivated with the ability to work autonomously in a highly stressful and challenging environment.
  • Demonstrable project management experience
  • Proven ability to work constructively in diverse teams.
  • A proven capacity for mentoring, facilitation, training, capacity building and coaching
  • Willingness to travel to visit the partners in Kharkiv, Donetsk, Zaporizska regions 30% of the time
  • Commitment to the aims and principles of TGH.
