Basel Institute on Governance The Basel Institute on Governance is an international and independent not-for-profit organisation working across sectors to counter corruption and other financial crimes and to improve the quality of governance. Registered as a Swiss foundation with headquarters in Basel, the Basel Institute works globally to advance knowledge, practice and policy on anticorruption, asset recovery and business integrity. With field operations around the world, it has some 130 staff from 28 nationalities. The Basel Institute is an Associated Institute of the University of Basel. The Basel Institute is providing a range of advisory services to Ukraine’s government, private, and non-governmental sectors to mitigate corruption risks. This work started before Russia’s full-scale invasion of Ukraine in February 2022, but has since increased in response to the fundamentally changed risk profiles of our partners. Job description This dynamic environment now requires an expansion of our Kyiv presence, in line with our growing programming portfolio to support the various Ukrainian institutions with expertise in legal and compliance measures and standards related to corruption prevention and business integrity. We seek to recruit a (Senior) Specialist, Corruption Prevention (title dependent on seniority of applicants) to implement, mentor, train and provide policy advice as may be needed. This position requires in-depth engagement and flexibility in line with the evolving situation. The (Senior) Specialist will contribute to the development and implementation of our on-the-ground assistance under several programmes in the Basel Institute’s Ukraine portfolio.
As additional programmes emerge, the portfolio might shift and will require a flexible approach to setting priorities and delivering services on the ground in close collaboration with our Kyiv and headquarters-based teams. Modes of working will therefore be agreed and modified as necessary, and shall be determined through ongoing communication. Key responsibilities Advisory work ? Contribute to the design and implementation of legal and compliance risk gap analyses, corruption risk assessments and other analytical work, in collaboration with Senior Corruption Prevention Specialists, HQ and field staff, consultants and programme stakeholders. ? Provide inputs to new and adjust existing anti-corruption plans and policies. ? Co-design and conduct trainings and other awareness and capacity building events. ? Support mentorship activities for anti-corruption and compliance officials in the implementation of anti-corruption programme efforts. ? Liaise with ad-hoc contractors and consultants on policy and research-related assignments. ? If requested, contribute to other relevant engagements outside of Ukraine. Reporting ? Prepare regular reporting for government, civil society and donors. Stakeholder engagement and fundraising ? Participate in coordination meetings, brainstorming sessions and workshops on behalf of the Basel Institute. ? Contribute to the development of Basel Institute knowledge products such as blogs and publications as agreed with the Basel Institute leadership. ? Participate in fundraising efforts to broaden and extend engagements. Reporting lines The line manager for this position is the Senior Advisor for Central and Eastern Europe, based at HQ in Basel. However, given the multi-sectoral nature of the engagement, the (Senior) Specialist, Corruption Prevention will engage with numerous stakeholders at the Basel Institute.
Qualifications and skills • University degree or equivalent in law, public policy or public administration • At least 3-year experience in the area of corruption prevention, risk management or compliance • Relevant experience as anti-corruption compliance specialist in a corporate/public entity or associate consulting on ethics and compliance in a top ranked Ukrainian legal firm is an advantage. • Experience of work with the compliance and anti-corruption divisions of government agencies and state-owned enterprises will be considered an asset. • Proficient in MS Office • Languages: fluency in written and spoken Ukrainian, proficiency in written and spoken English • Strong analytical skills • Strong coordination skills.
