MdM is an international humanitarian organization whose mission is to provide medical care for the most vulnerable populations in the world over. It seeks to stimulate voluntary commitment from doctors, other health care providers, and from those whose expertise in other fields is needed for its activities, to enlist all competent support required for the achievement of its projects, and to seek at all times to encourage close working relationships with populations in its care. In Ukraine, MdM Spain implements the project activities in close cooperation with the relevant authorities, public health facilities and communities.
MdM has been operating in Ukraine since August 2015 and is currently implementing an emergency response and recovery program in different regions in Ukraine. The program is implemented around two main components: direct consumables, of services through multidisciplinary mobile units (including primary healthcare services (PHC), sexual and reproductive health (SRH), Mental Health and Psychosocial support services (MHPSS)); and strengthening of local health system (with a specific focus on PHC, SRH, MHPSS and GBV) through capacity building of health and non-health staff, awareness raising and the provision of medical equipment, consumables and medicines.
General objective of the position:
Providing support to the Field Coordinator in the coordination tasks and the security management, contributing to the context analysis, monitoring and follow-up of MDM Spain team & assets safety and security, ensuring a smooth relation with local and national authorities, providing translations and interpreting according to MDM protocols, standards and procedures, in order to ensure the smooth running of the project. Base location is Kyiv with frequent visits to Chernihiv and with the possibility of business travels to other areas of Ukraine.
Functions and Accountabilities:
Operational support
- Providing support on specific activities such as donation process, management of subgrants and other beneficiaries directed activities, maintaining reporting and monitoring of such activities.
- Translating and reviewing documents and acting as an interpreter when needed during meetings. Assisting the Field Coordinator in the drafting of correspondences with authorities and counterparts (government officials, military actors, community leaders, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows.
- Assisting the Field Coordinator in monitoring the MEAL component: projects’ targets and activities per donors/grants. Assisting the Field Coordinator in programs running and proposals to donors.
- Contribute to the elaboration of strategic documents (MoUs, partnership agreements…), oversee the timely follow-up, renewal and reporting components.
- Work closely with the staff and the logistics team to schedule the movement of staff and resources, ensuring optimal utilization.
- Monitor, follow up on and request any office needs and assets.
- If required, participate in Human Resources processes and follow up on it as delegated by Field Coordinator.
- Ensure all activities comply with organizational policies, donor requirements, and international humanitarian standards.
- Willingness to travel frequently to field sites.
Communication and networking
- Representing MDM Spain externally together with the Field Coordinator or alone (when delegated) and negotiating on behalf of the project coordination in close cooperation with the Field Coordinator and based on beforehand agreed messaging. Assisting in safeguarding and promoting MDM Spain image externally.
- Ensuring the continuity of relations/networking with local actors (other NGOs, UN agencies, local authorities, media, etc.), filing and updating field contacts (stakeholder contact list) and correspondence in order to ensure information sources accuracy and its availability on regular basis. Organizing appointments for the Field Coordinator. Keep records of the meetings minutes.
Security and context monitoring
- Monitoring, analyzing and reporting on key issues (security, risk, etc.) to the Field Coordinator and providing contextual information, through a sound knowledge of counterparts, parties, actors, authorities and military groups, in different administrations/parties and governorates/districts in order to improve understanding and decision-making processes. Maintaining the security database and providing a weekly context analysis based on recent incidents and developments. Together with the Logistics Officer, contribute to the base security monitoring in absence of the Field Coordinator, based on delegated tasks.
- Participating in the development and updates of security plans and other security documents.
- Assisting in exploratory missions and assessments as needed and deliver reports.
- Preparing and conducting context, cultural and security briefings on the project context to new employees (national and international) in order to facilitate their integration and within the project environment. If required, ensuring regular security briefings/trainings of assessment team, drivers, and guards in consultation with the Field Coordinator.
Miscellaneous
- Being contactable (by phone/mail and others) and available to assist the Field Coordinator with important context, security and operational issues that may occur outside of regular working hours unless otherwise agreed with the FC.
- Performing assigned additional responsibilities or tasks as required by the Field Coordinator.

Requirements:
Education
University Diploma Level, preferably in the field of Social Sciences (Political Sciences, International Public Law, Anthropology, Economics, etc.)
Experience
- Essential: Experience in and exposure to working in a complex political, security and humanitarian environment. Familiarity with the operational context of the region.
- Experience in data collection, reporting and analysis is a strong asset
- Desirable two years previous experience in similar jobs in the field of humanitarian aid with MDM or other INGOs
- Desirable: Management experience/ previous experience in health projects/ knowledge and familiarity about the NHSU
Languages
- Essential fluency in English and Ukrainian languages (high level command oral and written), Russian is an asset
Knowledge
- Essential computer literacy (word, excel, Internet/social media)
- Excellent understanding and adherence to MDM principles and values
- Knowledge of and interest in humanitarian issues
- In-depth contextual knowledge and analysis skills
- High level of knowledge of local culture and customs
