The Recovery and Reform Support Team (RST) at the Ministry of Economy is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by international donors to provide targeted technical support and assist the Ministry of Economy in design and implementation of priority reforms.

The restoration of Ukraine requires a significant amount of funds. Currently, the government is working to attract investment, which requires a detailed analysis of the Ukrainian and foreign markets in specific industries. Due to that, the Ministry has a request for in-depth analytical expertise. Additionally, public investment management is a new area for the Ministry of Economy, necessitating not only expert support but also enhancements in the organization and alignment of internal processes. Public Investment Management (PIM) is a critical priority for the Ministry, intended to complement the already established focus on private investments.

Main Duties and responsibilities

  • Supporting the Ministry in Coordinating and Implementing Ukraine Facility Plan Reforms: Assisting with the coordination and implementation of reforms under the Ukraine Facility Plan, with a particular focus on financial markets, investment strategies, and public investment components.
  • Coordinating Public Investment and Investment Framework Activities: Overseeing and coordinating activities related to public investments and the investment framework in collaboration with the Ukraine Facility and other assistance programs, ensuring alignment with the Ministry of Economy’s priorities.
  • Assisting in fostering engagement and cooperation with relevant stakeholders (primarily the Ministry and other line ministries officials, national and sub-national government bodies, business community stakeholders' sovereign borrowers, as well as the European monitoring and control bodies, such as the European Commission, European Anti-Fraud Office, Export Credit Agencies,, as well as other relevant donors, IFIs, and other relevant counterparts) concerning issues of PIM and financial markets.
  • Advising on private and public investment initiatives, with a focus on developing strategies, framework agreements, and memorandums of understanding. This includes offering expert guidance to ensure alignment with national priorities and international best practices, facilitating effective investment management and coordination.
  • Developing a Methodological Framework for Public Investment Projects: Contributing to the design of a methodological framework for the preparation, prioritization, appraisal, and selection of public investment projects, ensuring alignment with financial market conditions.
  • Assisting in Establishing a Centralized Knowledge Management System: Helping the Ministry develop a centralized system for project preparation, including the documentation of lessons learned, best practices, and successful case studies, with an emphasis on the financial market’s role in public investments.
  • Preparing Data for Analytical Reports and Presentations: Compiling and structuring data for analytical reports, presentations, and other communication tools related to private and public investment issues, with a focus on financial market insights.
  • Producing Timely and High-Quality Reports on Reforms: Ensuring the preparation of accurate and timely reports and status updates on the progress of investment and public investment reforms, and reforms on the financial market.

Qualifications and skills:

  • Master’s degree in Business Administration, Finance, Economics, Project Management, or a related field.
  • Experience in investment management, including investment project preparation, feasibility studies, financial modeling, and risk analysis, and understanding of principles, practices, and regulations related to investment management (budgeting, financial management, procurement, risk management, and monitoring and evaluation).
  • Strong financial analysis and modeling skills, with the ability to assess project viability and profitability.
  • Strong problem-solving skills with the ability to navigate complex challenges and develop innovative solutions.
  • Prior experience working with government agencies, international organizations, or in the private sector on investment and development projects is highly desirable.
  • PC literacy (PowerPoint, Project, Excel, Word).
  • Fluency in Ukrainian and English.

Professional experience:

  • Minimum 7 years of general professional experience.
  • Minimum 5 years of experience in project management, with a focus on investment and development projects, particularly in complex, multi-stakeholder environments.
  • Additional experience in financial analysis and economic research, public or business administration, and financial consulting is an advantage.

Other experience:

  • Proven knowledge and skills in project management, financial analysis, and management.
  • Experience in working with multidisciplinary teams is an asset.
  • Strong understanding of economic reforms, economic regulation, governance, public administration and political economy issues in the transition region and knowledge of economics/finance.
  • Ability to operate independently in political, diplomatic and business environments; diplomatic skills required for regular contact with senior national and international officials.
