The Human Resources Management Officer will report to the Head of Human Resources Division. As part of the Human Resources Division (HRD), the Human Resources Management Officer will support the Division and will contribute to the efficient and effective accomplishment of the assigned tasks.

Duties and Responsibilities

The Human Resources Management Officer will be required, in accordance with the EUAM Ukraine Mandate, Code of Conduct and the General Service Conditions for Locally Contracted Staff Employed by EUAM Ukraine, serving in Ukraine, to perform the following tasks:

  • Assist the Line Manager and cooperate with other HRM Officer(s) with the daily running of the Division; 
  • Provide advice, guidance and support to mission members on personnel administration, obligations, rights, entitlements and development related matters;
  • Contribute to the development, implementation and follow-up on the related strategies, policies, regulations and procedures;
  • Assist the HR Division in the payroll preparation and adjustments for international and local mission members, including entitlements for other (risk) allowance and monthly attendance sheet verification and to update financial documents related to the payroll.
  • Extract and consolidate data on risk allowance for international mission members for payroll on a monthly basis, which includes cross-checking data from monthly attendance sheet with Movement of Personnel (MoP)/Duty Travel Authorisation Form (DTAF);
  • Support the administration of the leave program and entitlements of the mission members;
  • Maintain HRD filing system(s): file documents, record data in appropriate database (EUAM Ukraine intranet, CiMA, etc.), spreadsheets, all data related files and managing supporting documentation;
  • Perform administrative duties, arrange meetings, draft memos, employment letters, reports, and other HR related documents, filling up forms and scanning documents;
  • Support on the management of the duty roster and monthly attendance sheet;
  • As required, to design and produce HRD statistics and reports;
  • Act as replacement for the HRM Officers;
  • To follow and ensure implementation on all matters related to the data protection regulations;
  • Translate and draft related HRD documents from Ukrainian language to English and vice versa;
  • Handle information with confidentiality and discretion;
  • Perform any other related tasks as requested by the Line Manager.

Qualifications and experience

Eligibility criteria: 

  • Enjoy full civil rights and not to have a criminal record; 
  • Citizenship of Ukraine and/or holding permanent resident and work permits according to Ukrainian laws;
  • Successful completion of university studies attested by a Bachelor’s degree in Human Resources, Management, Finance, Accounting, Public Administration, Business Administration, Social Sciences, or a closely related field of study (Bachelor’s degree is a requirement);
  • After having obtained the university degree, at least five (5) years of relevant and proven full-time professional experience in the private and/or public sector.

Essential criteria:

  • Be physically fit to perform the duties relating to the post;
  • Professional fluency in English and Ukrainian languages, both oral and written;
  • Very good knowledge of and experience in the Microsoft Office Suite Package;
  • Good experience of using data for preparing reports;
  • Excellent administration and organizational skills;
  • Experience in positions requiring analytical and organizational skills, with a service- and project-oriented approach.

Additional advantageous assets:

  • Professional experience in an EU and/or International environment;
  • Experience of working in an intercultural environment, with respect of diversity.

  • Ability to work long hours under harsh field conditions with no limitations in light of irregular working hours;
