Deloitte is seeking candidates for the position of HR Associate in support of USAID/UKaid SOERA. The position is full-time and will be based in person in Kyiv, Ukraine.
Project Background and Summary:
The purpose of Ukraine SOERA is to strengthen public sector business operations and transparency, improve governance and oversight, advance privatization of selected SOEs, and develop a strategic management model for enterprises remaining in state ownership. Smart SOE reform and targeted privatization in Ukraine will increase private sector participation, stimulate broad-based economic growth, and reduce corruption. During the war and Ukraine’s recovery, SOERA is prioritizing support to maintain critical public services to citizens, support relocation and resilience of public infrastructure and facilities, enhance strategic communications to the public and external stakeholders, and help plan and execute effective, efficient, and accountable reconstruction.
Objective:
The HR Associate is responsible for providing comprehensive support in HR operations, ensuring the collection and processing of employee documentation in compliance with organizational guidelines and Ukrainian Labor Legislation. This role involves managing routine personnel tasks such as leave requests, certificates, and timesheet compliance, as well as coordinating travel documentation and assisting with employee insurance enrollment. The HR Associate also maintains confidentiality in handling sensitive employee information and collaborates with external partners to meet administrative requirements. The HR Associate reports directly to the HR Manager. For the right candidate this position will have opportunities for professional growth and advancement in this field.
Responsibilities:
Personnel (Employees):
- Collect and verify necessary documentation from new employees, adhering to GDIP guidelines. Make trips to GDIP to deliver collected documents when required.
- Closely collaborate with GDIP on day-to-day basis in the framework the routine personnel tasks: annual leaves, sick leaves, employment and income certificates.
- Support DCOP LLC personnel on day-to-day basis in the framework the routine personnel tasks: annual leaves, sick leaves, employment and income certificates, compensation time requests.
- Be responsible for all the documentation needed for business trips: starting from collecting Travel request Forms from travelling employees to working with the Finance team on the Travel Orders.
- Support HR team members with international travel requests when necessary.
- Prepare timesheets requested by the Ukrainian Law in coordination with the Finance team given the actual annual leave and sick leave days registered with GDIP.
- Act as a liaison between employees and insurance provider, facilitating enrollment and any changes needed.
- Maintain confidentiality and accuracy in handling employee data and documentation.
- Deliver military reservation documents to the Secretariat of the Cabinet of the Ministers upon request.
Minimum Requirements:
- Bachelor’s degree in Human Resources Management, Business Administration, or related field.
- At least one year of experience in recruitment and HR administration, preferably in a development or non-profit context.
- Knowledge of Ukrainian Labor Legislation, experience with military reservation of employees preferred.
- Fluent Ukrainian and English is a must.
- Excellent interpersonal and communication skills, with the ability to interact effectively with diverse stakeholders.
- Strong organizational abilities, including the capacity to prioritize tasks and manage time efficiently.
- USAID program experience preferred.
