Line manager:  HR Manager  

Duration : 12 months (National Contract) 

Conditions: Employment contract, gross monthly salary starting from €1,679, Risks allowance of €200/month (medium risks area), medical insurance and PSS. Annual leave of 28 days per calendar year.

CONTEXT  IN UKRAINE    

On 24th February 2022, the invasion of Ukraine marked a significant escalation to the conflict that started in 2014. It continues to profoundly impact the lives of people across the country at various levels. The front line is continuously shifting and there are areas under Russian military control, as well as cities under siege. Attacks on military installations and critical civilian infrastructures are conducted in the entire territory of Ukraine, often resulting in collateral civilian casualties. The conflict has caused the largest population movement in Europe since World War II, with over 5 million currently displaced within Ukraine and 6 million refugees across Europe. OCHA (Office for the Coordination of Humanitarian Affairs) had counted 14.6 million people in need of humanitarian assistance. An ongoing priority for the international humanitarian response is to reach newly accessible areas in the East and South of Ukraine, and to provide aid to previously unreachable and particularly hard-hit areas of Ukraine.    

CARE  UKRAINE   

As CARE, we strongly believe in the importance of localization and recognize the invaluable skills and knowledge present in the local context. By working together, we can achieve quality responses and make a lasting impact on the lives of those we serve. CARE seeks to establish long-term, sustainable partnerships with civil society organizations especially WLOs/WROs that lead to more effective, locally driven, and impactful humanitarian responses, recovery, and development in Ukraine, improving the lives of the most vulnerable populations. In the first few weeks after the escalation of the war, virtually all humanitarian aid inside Ukraine was organized and implemented by local actors. These groups (together with local authorities) remain the principal aid providers but are quickly being exhausted of funds, fuel, and physical energy. Thereby, a considerable proportion of CARE's resources is dedicated to strengthening and supporting the capacities of local partners. 

As of September 2024, CARE Ukraine has established partnerships with over thirty local/national organizations (incl. WLO's/WRO's). From the more than 75 million euros that have been raised for Ukraine so far, more than 77% is allocated to national partners. Through the activities that have been implemented so far, CARE Ukraine has been able to reach more than 1.4 million people. While CARE Ukraine's country office is currently located in Kyiv, we also have offices in Lviv, Dnipro, Odesa, Mykolaiv and Kharkiv. 

Job summary

The Human Resource Officer Recruitment, Training & Performance Management will provide support for the implementation of all human resource policies and procedures in accordance with the National Labor laws and CARE Policies and to ensure the smooth running of human resources to support CARE's operations in Ukraine. 

Working under the direction of the HR Manager, the HR Officer will be managing CARE Ukraine recruitment, training and performance management. S/he will be responsible for ensuring that all managers understand and follow the recruitment guidelines during the recruitment process. She will ensure that all staff attend mandatory training. She/he will be supporting the implementation of performance management system in CARE Ukraine and ensure that all staff follow the cycle (setting the objectives, conduct probation review, conduct their mid-term and annual reviews). The HR Officer will be supporting the Country Office and all CARE Ukraine Area Offices, and for this purpose, s/he will be traveling occasionally to the field offices.

Main responsibilities

Recruitment & Selection

  • Support the Hiring Manager in managing the recruitment process in CARE Ukraine. 
  • Follow through the process to ensure the recruitment guidelines are followed through and documents are completed. This includes approval of RAF by Hiring Manager, Finance Manager and Country Director and development of Job description. 
  • Provide clear induction to the Hiring Managers on the process of recruitment. 
  • Maintain strict timelines during the recruitment process. 
  • Support the Hiring manager with the advertisement of the job, conducting long-listing and shortlisting of the applicants. 
  • Support Hiring Managers with conducting the written tests for the applicants and setting up the interview panels 
  • Ensure fair and transparent process during the recruitment process; highlight any issues that are concerning 
  • Support the Recruiting Managers with the written test and interview schedule, ensuring that the recruitment process is fair and transparent.
  • Ensure the reference checks are completed prior to the recruitment of the successful candidates.
  • Ensure the Recruiting Managers are updated on the progress of the recruitment process. 
  • Organize and maintain application roster for CARE Ukraine.

Induction  

  • Support the onboarding process for national staff, ensure that the process is smooth and efficient.
  • Support the Line Managers in organizing the induction schedule for the newly recruited staff and ensure that the induction is completed within the first two weeks of the staff joining the organization. 
  • Provide induction on HR Policies and Procedures/Staff Handbook, Code of Conduct, Safeguarding and other important policies.
  • Work with HRM to ensure conduct of organized induction is done on a regular basis facilitated by the technical managers.

 Performance Management and Training & Development 

  • Support the HRM in the implementation of the performance management system in CARE Ukraine. 
  • Ensure the Performance Management cycle is understood by all national staff and followed. 
  • Remind the Line Managers to submit the performance objectives for their team on time. 
  • Send reminders to the Line Managers on the probationary period of the staff one month before its ending date. 
  • Conduct a regular check on personnel to ensure the staff file their performance management documents (objectives, probationary review and mid/annual reviews) properly. 
  • Conduct trainings to Managers and staff on the performance management system: how to develop performance objectives, conduct mid-term/annual reviews and how to provide feedback. 
  • Support, and advise Line Managers on any issues related to staff management, ie non-performance, disciplinary, etc.
  • Work with the HRM to identify training needs for national staff as defined in staff's performance objectives.
  • Develop a database on training providers and provide information to the field and arrange staff attendance on trainings/courses.
  • Prepare employee termination notices and related documentation.
  • Coordinate exit management procedure to ensure smooth transition for departing employees.

Administration

  • Provide support for international flights arrangement in coordination with Logs department.
  • Provide support with the international staff documents; i.e. application of visas, etc. as required. 
  • Perform other duties as assigned by HRM and DCD-Support Services, Compliance, Legal Affairs. 

 Requirements & Qualifications

  • Bachelor's degree in Human Resource Management or equivalent experience in human resources minimum 3 years, including 2 years in non-profit/humanitarian sector 
  • Strong understanding of national labor laws and other statutory requirements in Ukraine. 
  • Good negotiation skills and possess ability for handling disputes/conflict.
  • Possesses excellent oral/written communication skills in English and Ukrainian
  • Ability to work in a stressful environment and able to prioritize high workload with multiple tasks in a fast-paced environment with tight deadlines.
  • Strong computer skills - Microsoft Outlook, Word, Excel, Google, Teams/Sharepoint a plus
  • Willing to travel to the field on a frequent basis.
  • Ability to work as part of a team and culturally sensitive and able to work in a multi-cultural team.
  • Results/action-orientation; organizational management skills
