The International Committee of the Red Cross (ICRC) is an impartial, neutral, and independent organization whose exclusively humanitarian mission is to protect the lives and dignity of victims of armed conflict and other situations of violence and to provide them with assistance. About the job
The ICRC People and Culture (PAC) unit seeks a highly capable Talent Officer to join our team in Kyiv. The Talent Officer enhances the organization's performance management and learning and development (LnD) processes. This position involves close collaboration with managers and staff to promote a culture of high performance and continuous learning. The Talent Officer is the main point of contact for all learning and development initiatives, working alongside the LnD team to support these efforts. Key responsibilities include managing the talent management lifecycle, from talent acquisition and development to retention. The role focuses on supporting the growth of existing employees. By working closely with senior management and the LnD team, the Talent Officer ensures the organization has the right people in the right roles, contributing to the overall success and growth of the ICRC.

Your Tasks and Responsibilities
- Design, implement, and monitor talent development initiatives, including training, mentorship, and career pathways, to support employee growth, engagement, and retention
- Partner with the Learning and Development team to assess skill gaps, create tailored development plans, and ensure training aligns with organizational objectives
- Oversee the performance management and development cycle, track metrics like retention and promotion rates, and guideline managers in creating actionable career development plans
- Effectively administer performance management and development tools, support managers in setting objectives, and guide them in following up on development plans
- Support branding and recruitment events to position ICRC as an employer of choice and build a diverse, high-quality talent pool.
- Contribute to succession planning and identify high-potential employees to foster a sustainable talent pool aligned with future leadership needs

About you
To be successful as a Talent Officer in the PAC Unit, you should possess the following qualifications and experiences and have the following characteristics:
- Ukrainian citizenship or permanent residence permit in Ukraine
- University Degree or equivalent experience; specialized degree in HR an asset
- Typically, three to five years overall professional experience
- Two to three years of experience in HR in general or learning and development in particular
- Two years of experience in humanitarian fieldwork an asset
- Knowledge of the Collective Staff Agreement, Regulations for Personnel on Mission and other ICRC guidelines, procedures and ethics, and social security, social insurance, and labor law
- Professional fluency (written and spoken) in English, Ukrainian and Russian
- Computer literate, including sound knowledge of Microsoft Office
- Self-motivated with a strong commitment to teamwork and humanitarian principles
- Flexible, enthusiastic, and willing to learn
- Ability to work independently, as well as effectively under supervision
- Ability to organize and prioritize multiple tasks
- Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
