ZOA is an international humanitarian organization, based in the Netherlands, providing emergency relief to people who are affected by conflicts and natural disasters. In 2024, ZOA is operating in 14 countries.

In March 2022 ZOA started an emergency response for IDPs in Zakarpattia in West-Ukraine. Later in 2022 ZOA expanded to Chernihiv Oblast, providing shelter and livelihood assistance and MPCA. In January 2023, ZOA started an emergency shelter program in Kherson Oblast, providing assistance for medium and light house repairs, emergency livelihood assistance and MPCA. In July 2023 ZOA opened a second office in Mykolaiv to expand the programme to Mykolaiv Oblast. ZOAs head office in Ukraine is in Kyiv.

I Objective of the position

The responsibility of the MEAL Coordinator is to ensure high quality M&E system implementation, beneficiary accountability and project evaluation by providing the technical expertise and knowledge to ZOA Programme Quality team. Given ZOA Ukraine’s focus on CVA assistance, the MEAL coordinator is expected to provide technical CVA support to the project teams by improving quality of CVA related processes;

Tasks, responsibilities, and expected results

Monitoring and Evaluation

  • Develops, implements, and maintains monitoring, evaluation, and learning tools, including the use of standardized indicators;
  • Develops and conducts baseline, end line, assessments, and evaluation surveys;
  • Monitors and evaluates overall programme progress towards achieving the planned goals and objectives;
  • in close collaboration with MEAL officers and local partners, collects data against agreed-upon indicators;
  • Conduct key informant interviews, focus group discussions, mid-term evaluations, end-term evaluations
  • Conducts field monitoring visits to ZOA programme areas;
  • Provides technical assistance and mentoring to help other teams understand and implement M&E systems and requirements;
  • Contributes to the development of high-quality MEAL frameworks for project proposals, and monitors consistency between donor proposals and Country strategy.
  • Any other MEAL duty as may be assigned by the line manager.

Accountability

  • Supports adherence to ZOA policy and compliance, donor, national and international guidelines, policies, and standards in the implementation of projects;
  • Ensures the ZOA Integrity Framework (Code Of Conduct, Reporting Complaints, Addressing Complaints) and Child Protection Policy are adhered to and implemented in all activities
  • Supports the PGMs in the development of beneficiary accountability tools and information sharing throughout the programme;

Responsibilities

  • Provide technical CVA support to the project teams by improving quality of CVA related processes;
  • Develop CVA SOPs, and guide and follow-up on the implementation of SOPs on field level, in coordination with PGMs and Project Coordinators;
  • Ensure all CVA activities are compliant with ZOA Ukraine’s CVA SOPs;
  • Harmonize the CVA projects across the different regional teams in Ukraine;
  • Promote mutual learning between ZOA Ukraine’s programmes related to CVA in;
  • Ensure compliance of cash projects with ZOA Internal Finance and Administrative Rules and Regulations;
  • Assist in the development of cash project activity implementation plans;
  • Provides input to CVA sections and annexes of donor proposals and reports and for all administrative records for CVA components of projects.
  • With the cash officer, prepare and deliver CVA trainings to local partners;
  • With the cash officer, provide CVA introduction to new staff;
  • Is aware of the RedRose system and able to perform fund management and payments (stand-in for cash officer);
  • Participate in relevant cluster meetings and events.

Competencies

Knowledge & Experience:

  • Bachelor degree in a humanitarian, development, or relevant field;
  • Minimum 2 years experience in relief settings;
  • Minimum 3 years experience in people management;
  • Fully support the vision and mission of ZOA
  • Familiar with Project Cycle Management;
  • Good spoken and written command of English and Ukrainian.

Special conditions

  • The Duty Station for this position is the country office in Kyiv
  • The position is 8-months fixed term renewable based on funding available.
