Polish Humanitarian Action (PAH) is looking for a Program Officer to assist in planning and implementing program activities, preparing work plans and budgets, analyzing data, and ensuring quality and timely program documentation. The candidate should have experience in reporting, engaging with partners, and participating in project proposal development program’s implementation in conflict-affected areas of Ukraine.

PAH provides assistance to internally displaced people and the elderly and single mothers, working in the sectors of Protection/Advocacy, WASH, Food Security/MCPA, Shelter/NFI and MHPSS. Key Duties and Responsibilities

          Program Management:

  • Assist the Program Coordinator in planning, coordinating, and implementing program activities.
  • Contributing to the various needs assessments (NA) analyzing data incl. secondary data and drafting respective NA or other relevant reports.
  • Support the development of detailed work plans and budgets, ensuring effective utilization of resources and meeting the set objectives/targets.
  • Contributing to timely and efficient grant review process incl. kick-off, project reviews meetings.
  • Supporting program team with register maintenance (e.g. capacity building tracker, activity tracker, aid requests register etc.).
  • In cooperation with the program and IM teams to ensure that all relevant program files are stored properly and timely.
  • Supporting Program Coordinator in defining the common approach and standards of projects’ implementation and monitoring their coherent application across programs; ensuring the lessons learnt and recommendations from the MEAL department are incorporated into new/ongoing programs.
  • Supporting Program Coordinator in overseeing accurate, relevant, quality, and timely program documentation production & publication.
  • Supporting Program Coordinator with budget development, implementation, and management (e.g. salaries, trainings, procurement, etc.).
  • Organizing and ensuring regular participation of program team members in weekly/biweekly/monthly meetings as agreed with the Program Coordinator and/or Head of Programs. 
    Reporting and Communication:
  • Contribute to timely and accurate reports for donors, government partners, and other stakeholders, highlighting program achievements, challenges, and lessons learned.
  • Represent the organization in coordination forums, cluster meetings, and other relevant forums, including monitoring visits.
  • Liaising and engaging with partners, representatives, authorities and other stakeholders.
    Other tasks:
    • Collaboration with relevant departments & units in identification & analysis of cost optimization as & when necessary.
    • Cooperating with Information Management team to ensure proper program-related data management and reporting.
    • Participating in project proposal development process incl. budget development
    • Other duties related to programs as assigned by the supervisor.

 

The successful candidate will be selected based on the qualification requirements described below:

  • At least 2 years experience in position Program Officer any other relevant area with a preference for experience working in a developing country or conflict area.
  • Familiar with the humanitarian sector, including donors and the technical aspects.
  • Experience managing budgets and sensitive information
  • Experience mobilizing communities and interacting with local partners and authorities
  • Good understanding of the project cycle – including needs assessment and planning, project implementation, and monitoring, evaluation, accountability and learning (MEAL)
  • Analytic and computer skills including MS Office Suite and Teams, Google Workspace, and ability to quickly get up to speed on using other software programs as needed (kobo, etc.)
  • A positive attitude and willingness to work with and influence colleagues and partners in order to achieve project goals
  • Excellent team leadership, management, and interpersonal skills 
  • Ability to communicate clearly (verbal and written)
  • Advanced or working knowledge of English,Ukrainian or Russian (even limited) a plus
  • Bachelor’s degree in civil engineering, architecture or build-environment related fields preferred
  • Willingness and ability to travel to different field locations within Ukraine depending on the conflict and the security situation up to 50% of the time
  • Willingness to work within conflict-affected environment, within parameters set by mission security team
