Position Summary

Momentum Wheels for Humanity is seeking a PHC and Community-Level Rehabilitation Services Coordinator, for a 5-year Rehabilitation for Ukraine Activity (USAID Rehab4U). The goal of USAID Rehab4U is to create sustainable and fully integrated rehabilitation services within the Ukrainian health system across all levels of care. 

The PHC and Community-Level Rehabilitation Services Coordinator will lead the development and implementation of a sustainable and inclusive PHC/community-based rehabilitation model in 15 pilot hromadas across Ukraine.

Specific Tasks:

Needs Assessment and Hromada Selection:

  • Collaborate with stakeholders to conduct a needs assessment to identify priority PHC/community rehabilitation and assistive technology (AT) needs across potential target hromadas.
  • Contribute to the selection of 15 pilot hromadas based on the needs assessment findings, ensuring alignment with project goals and stakeholder priorities.

Coordination and Stakeholder Engagement:

  • Conduct regular coordination visits to the 15 pilot hromadas to monitor progress, provide technical assistance, and address any challenges.
  • Foster and maintain strong collaborative relationships with regional and hromada-level health and social service authorities, Project HOPE, NAPD, and other relevant stakeholders.
  • Actively participate in coordination meetings and workshops related to the development of rehabilitation services at the PHC and community levels.

Training and Capacity Building:

  • Curriculum Development:
    • Lead the development and adaptation of training content for rehabilitation specialists (physical therapists and occupational therapists) on service provision at the PHC and community levels, incorporating best practices and evidence-based approaches.
    • Lead the development and adaptation of training content for GPs and nurses at the PHC level on basic rehabilitation principles, referral pathways, and collaborative care models.
  • Training Implementation:
    • Organize and facilitate training sessions for rehabilitation specialists (physical therapists and occupational therapists) from the 15 pilot hromadas.
    • Organize and facilitate training sessions for GPs and nurses at the PHC level from the 15 pilot hromadas.
    • Utilize adapted WHO training materials and other relevant resources.
    • Ensure training content and delivery are gender-inclusive and address the diverse needs of the population.

PHC/Community-Based Rehabilitation Model Development & Implementation:

  • Actively participate in the co-design process with stakeholders (including MOH, NHSU, WHO) to develop a gender-inclusive PHC/community-based rehabilitation model of care.
  • Support the implementation of a small grants program to pilot the PHC/community-based rehabilitation model in the 15 hromadas, ensuring effective utilization of funds and achievement of project objectives.

Other:

  • Support the development and dissemination of project reports, success stories, and other communication materials highlighting achievements and lessons learned.
  • Contribute to the development and implementation of a monitoring and evaluation framework to track project progress and impact.
  • Represent the project at relevant meetings, conferences, and workshops.
  • Perform any other tasks as assigned by the supervisor or project manager that are consistent with the overall goals and objectives of the project.

Minimum Requirements

  • Education:
    • Advanced degree in public health, rehabilitation sciences, or a related field.
  • Experience:
    • Minimum of 5 years of progressively responsible experience in the design, implementation, and management of health programs, preferably in the areas of rehabilitation, primary health care, or community-based services.
    • Demonstrated experience in capacity building, training, and mentorship of healthcare professionals.
    • Experience in working with government agencies, NGOs, and international organizations.
    • Experience in conducting needs assessments and developing and implementing evidence-based interventions.
    • Strong understanding of the Ukrainian healthcare system and the challenges faced by people with disabilities in accessing rehabilitation services.
  • Skills and Abilities:
    • Excellent project management, coordination, and communication skills.
    • Ability to work effectively with diverse stakeholders, including government officials, healthcare providers, and community members.
    • Strong analytical, problem-solving, and decision-making skills.
    • Fluency in Ukrainian and English (both written and spoken).
    • Proficiency in Microsoft Office Suite or similar software.
  • Other:
    • Willingness to travel frequently to the pilot hromadas.
    • Commitment to gender equality and social inclusion.
