Premiere Urgence Internationale (PUI)  is a non-profit, non-political and non-religious humanitarian organization. PUI launched a humanitarian intervention in Ukraine since February 2015. The goals of the mission are to reduce or restore equal access to basic medical care for the local and displaced population who suffered as a result of the military conflict, and to reduce the minds of their lives by covering them none of the fundamental needs.

QUALIFICATIONS

Education Degree: Required: TRAY+5 (e.g. Master 2) in the disciplines relevant (Health, Social Sciences, Project management, or equivalent combination of experiments). Desirable: Humanitarian/development challenges; Project management;

Work experience: Required: 1 year of professional humanitarian experience; project management/ monitoring tools; organization;

Excellent writing skills;

Desirable: Experience in monitoring/evaluation;

Language Skills: Ukrainian/English;

Knowledge & skills: Required:

  • Skills in communication
  • Knowledges in project management
  • Knowledges in institutional donors procedures

GENERAL OBJECTIVE 

Partnerships Manager 

  • Ensures the development of the relationships with the authorities at Coordination level and supports it at base level.
  • Participates in strategical development and ensures the quality of processes, methodologies, tools and practices related to liaison and partnership in compliance with PUI’s policies.
  • Develops and monitors effective partnerships and programs that contribute effectively to the delivery of the Country Program’s purpose, ambitions, and goals, while also meeting partners’ objectives. 
  • Develops and supervises a capacity-building strategy for partners
  • Ensures the day-to-day support of the Humanitarian partnership officers on bases, in terms of tool package and identification and relation building with local partners and stakeholders.
  • The partnership manager, in collaboration with bases and/or technical coordinator(s) supports in or lead the management of partners’ projects.


TASKS AND DUTIES

Liaison and engagement with local authorities at Coordination level

  • S/he supports the mission management initiating, cultivating and maintaining strong relationship with PUI’s strategic partners among the government.
  • S/he facilitates communication, information exchange and collaboration to ensure efficient and effective implementation of humanitarian programming.
  • S/he acts as a focal point and intermediary between PUI and the government representative.
  • S/he prepares communication material and/or reports to the government to ensure proper communication.

Strategical development and implementation of PUI’s liaison and partnership strategy

  • S/he monitors and analysis the national policies and initiatives regarding partnership and localization.
  • S/he monitors the evolution of trends, sectors, needs and capacities in terms of localization, in the frame of PUI’s strategy.
  • S/he participates in the development of the operational strategy regarding partnerships and contributes to design new relevant action in on the mission based on the annual strategy.
  • S/he leads the development of the overall partnership package - guiding tools, SOPs, framing notes, standardized tools, templates etc.- at mission level.
  • She supports the development of the liaison tools and harmonized the processes and material (MoU, communication package, etc.) ensuring compliance with Ukrainian laws and PUI’s standards and ensures proper archiving of key documents.
  • When developing proposal including partnerships, s/he actively participates in design of activities and links with potential partners.
  • S/he supports the bases in developing their liaison and partnership strategy.  

Development and monitoring of partnerships with fund transfer

  • S/he supports and/or initiates identification of potential new partners among local NGOs and participates or leads the initial assessment and presentation meeting.
  • S/he participates in the decision process to select or not a partner, based on PUI’s strategical objectives.
  • She oversees the due diligence process and ensure the coordination with the different departments involved. S/he ensures restitution of the due diligence process.
  • S/he leads the development of framework agreements and oversees the development of project agreements from development to signature and ensures proper archiving.
  • S/he ensures that monitoring of the partner activities is undertaken at base level or ensures it at coordination level, maintaining contact, receiving, and validating report and conducting field visits. 
  • Depending on the geographical location of partnership s/he can act as the direct manager of partnership project for 1 to 2 partners.
  • S/he coordinates with partners and bases and ensures field visit to partner’s project.

Partners’ capacity building

  • S/he participates in assessing partners’ capacity building needs
  • S/he supports, when needed in organizing and coordinating internal capacity building training sessions
  • S/he accompanies the partners in development of new project, acting as a coach
  • S/he supervises the capacity-building advisors in his/her job of developing capacity building plans and implementing it

 Technical support to the bases in all types of partnerships’ development and liaison approach

  • S/he supports the bases technically in monitoring the action of local actors and the trends in their area of intervention.
  • S/he supports the Humanitarian partnership officers in approaching different partners (local actors from authorities and civil society).
  • S/he contributes and support the bases in developing partnership action plans, including 
  • S/he guides the Humanitarian partnership officers in the usage of the partnership tools and support them in developing new tools and templates when needed.

 Internal and external Coordination and representation

  • Participate in team meeting and one-to-one follow up organized by the Project Manager.
  • Organizes regular meeting with the bases (PM, Field Co, HoP, depending on needs).
  • S/he collaborate closey with the technical coordinator, MEAL and grants department at all stages of the project to ensure smooth implementation and integration of services.
  • S/he represents PUI in forum and events related to partnership and localization.
  • S/he represents PUI towards government and other relevant stakeholders.

 Other duties

  • Follow the security rules at all times.
  • Comply to PUI PSEA policy and code of conduct at all times. 
  • Report to the hierarchy any problem, challenge or need, especially regarding the quality implementation of the project.
