POSITION SUMMARY:

The Monitoring, Evaluation, Accountability, and Learning (MEAL) Specialist will oversee program monitoring, adaptation, and learning activities to ensure effective implementation and continuous improvement. This role includes designing and refining data collection tools, analyzing program data, and facilitating adaptive learning processes. The specialist will also collaborate with other World Relief teams to design and implement a pilot mHealth case management system, as well as develop data visualization tools to enhance decision-making and reporting. This position is critical in ensuring that the program’s outcomes are effectively measured and that insights are used to drive program enhancements.

Role & Responsibilities

1. Monitoring and Evaluation

• Oversee program monitoring, ensuring that all rehabilitative activities are effectively tracked and aligned with project goals.
• Develop and refine data collection tools for tracking the progress of mental health and rehabilitation services.
• Analyze program data to identify trends, challenges, and opportunities for improvement in service delivery.

2. Program Adaptation and Learning

• Facilitate adaptive learning processes, using data insights to inform and guide the evolution of rehabilitation strategies.
• Collaborate with stakeholders to integrate lessons learned into ongoing and future activities, ensuring continuous improvement.
• Design and implement mechanisms to capture and disseminate best practices across the program.

3. Collaboration and System Design

• Work closely with World Relief teams and external partners to design and implement a pilot mHealth case management system.
• Develop data visualization tools to enhance decision-making and reporting, making program outcomes more accessible and actionable.
• Engage with other teams to ensure that the rehabilitation component is fully integrated into broader health system strengthening efforts.

Knowledge, Skills, & Abilities

• MEAL background with 2 years' experience in NGO or INGO sector
• Outstanding English writing skills and strong analytical capacity assessment, and planning skills.
• Strong capacity for developing budgets for development projects
• Computer proficiency in MS Office and familiarity with project management software
• Strong leadership and teamwork skills
• Excellent organizational and time-management skills, ability to deliver when facing multiple projects with tight deadlines
• Must be a self-starter, strongly motivated and interested in rapidly producing results

• University education in relevant field required (social sciences, applied sciences, business or similar). Advanced degree, preferred
• Minimum of 3 years of experience in NGOs
• Up to 50% domestic travel
