DAI is seeking highly qualified candidates for the Recruitment Specialist position in the Ukraine Portfolio. 

BACKGROUND

DAI has a significant presence in Ukraine, with five active projects totaling more than $758 million. While these projects vary in scope and focus, they are all involved in intricate and complex operational processes, including grant programs, procurements, and sub-contract relationships. The pressure on the project teams has been intense due to first the COVID 19 pandemic followed by Russia’s invasion, as USAID Ukraine has added significant new funding and responsibilities. In some cases, this required the projects to pivot significantly from their original objectives, and thus created gaps in alignment between the skills needed for success and those possessed by the core team. 

As the number and complexity of operational processes grow, however, it has become increasingly necessary for DAI to field a cross-project operational team to a) remove implementation roadblocks affecting all projects, b) build the capacity of project operations teams, c) serve as a liaison between members of DAI’s Home Office and field teams, and d) ensure compliance through focused oversight and training of project personnel.

 ROLE’S PURPOSE

The Recruitment Specialist will support DAI’s project teams in the identification and recruitment of CCN staff for DAI programs in Ukraine. S/he will work with the Bethesda- and field-based management teams and project hiring managers to promote DAI as the firm of choice in-country. S/he will screen potential national candidates with an in-depth understanding of USAID and DAI hiring processes. S/he will help streamline the recruitment process and contribute to recruitment strategy while complying with all DAI, Government of Ukraine, and USAID rules and regulations for staffing. Travel to regional offices to support DAI projects with start-ups and/or training may be required.

 OBJECTIVES AND DUTIES

The Recruitment Specialist will be based in Ukraine and will be responsible for the following:

  • Assist project recruitment staff with complex recruitments and/or lead complex recruitment assignments that require creative applications of country/regional knowledge to specific recruitment challenges
  • Work with hiring managers to develop position descriptions for national hires
  • Build local networks and ongoing relationships with top candidates and local organizations for recruitment by DAI projects
  • Interface with project COPs, Technical Leads, HR managers and hiring managers on upcoming project staffing needs for scheduling surge resources; coordinate schedules and assignments to support project on-going needs
  • Serve as surge support for all aspects of the recruitment life cycle for project-specific recruitments
  • Support project HR and recruitment teams with additional training and guidance in DAI, USAID and Government of Ukraine recruitment and labor practices, rules and regulations
  • Monitor recruitment and hiring practices in compliance with DAI, Government of Ukraine, and client policies, rules and regulations and recommend staffing strategies and system solutions for improved efficiencies
  • Perform candidate/position mapping to the local compensation plan and assist in negotiation of salaries with potential candidates in line with DAI, Government of Ukraine and USAID hiring rules, practices and policies
  • Monitor labor market trends and continuously analyze DAI’s local compensation plan and other recruitment policies and mechanisms to ensure they are reflective of the market and local practice and regulations
  • Recommend and implement updates to DAI’s recruitment and HR policies and practices to adapt to the country or operational context, as needed
  • Utilize local connections to source the best candidates available within specified skill sets
  • Carry out other duties and responsibilities as directed by the Ukraine Portfolio Director of Finance and Operations

 QUALIFICATIONS:

  • A bachelor’s degree in a relevant study, such as business administration or human resources management.
  • A minimum of nine (9) years of relevant professional experience demonstrating progressive responsibility in recruitment and/or human resources management.
  • Prior experience managing staff and/or consultants.
  • Prior experience in human resources management and recruiting for a USAID- or other international donor-funded development project strongly preferred.
  • Demonstrated knowledge of the Ukrainian Labor Code, plus a demonstrated commitment to compliance and ethics.
  • Ability to appropriately manage confidential and sensitive data while upholding the highest ethical standards.
  • Ability to effectively manage multiple concurrent tasks and competing priorities, excellent organizational skills, and an attention to detail.
  • Strong interpersonal communication and collaborative teamworking skills.
  • Fluency in Ukrainian with excellent oral and written communications skills required; professional proficiency reading, writing, and speaking English also required

 REPORTING:

This position will report to the Ukraine Recruitment Manager at DAI’s Home Office in Bethesda.
