About PIN Ukraine:
People in Need (PIN) has been active in Ukraine since early August 2014. Currently, PIN is one of the major humanitarian actors in Ukraine responding to the recent military escalation providing humanitarian aid to conflict-affected people across Ukraine. Since 2014, PIN has implemented emergency food and cash assistance, NFI, shelter, protection, livelihoods and WASH interventions supporting 3 million vulnerable IDPs, returnees and host communities in urban and rural areas. Since the escalation in February 2022, PIN has scaled up its response from working in 2 Oblasts to working in 23 of the 24 Oblasts in Ukraine, increasing its number of partners, staff, offices and budgets.
General information about the role of the person:
The Protection Manager will be responsible for overseeing quality implementation of Protection activities in Ukraine, providing detailed technical support to implementing teams. With the support of the Protection Technical Lead, (s)he will support area implementation teams in designing, planning, implementing and monitoring Protection related activities. The Protection Manager is a technical counterpart for Protection teams in PIN areas of implementation, who are directly managed by area teams, as well as for non-protection staff in the mission.
Main duties and responsibilities:
Technical and quality assurance:
- Support Protection Technical Team in the design of new Protection project proposals, concept notes and initiatives, as per PIN Ukraine’s country program strategy;
- Support Protection Technical Team in the development and revision of all Protection and Protection Mainstreaming technical SOPs and guidelines;
- Provide technical support and capacity building to project teams to ensure the effective implementation of these tools;
- Support Protection Technical Team in coordination with other Technical Leads, MEAL, and programmes, to ensure that PIN Ukraine’s Protection and Protection Mainstreaming methodology reflect the latest best practice, globally discussed innovations and approaches, as well as reflecting the needs and Ukrainian context;
- Contribute to development, revision and analyzing tools and methodologies such as selection tools, criteria, baseline and endline, etc. that are used in PIN programming.
Team support and capacity building (please note this role will not have any line management responsibilities):
- Supports area teams in recruitments of Protection team – preparation of Protection teams ToRs, support in hiring process, ensuring proper assessment of technical skills and capacities of candidates;
- Planning and conducting onboarding for new Protection team members as well as regular refresher trainings;
- Identify capacity building needs of regional Protection staff, and in coordination with the Protection Technical Lead, support the provision of trainings and provide ongoing professional development and mentoring support to Protection team, as needed, including internal and external training organization and supervision support for team members;
- Providing technical trainings and capacity building initiatives to PIN Protection team, to ensure implementation of activities as per PIN Protection and Protection Cluster standards;
- Providing technical trainings and capacity building initiatives to all relevant PIN staff on Protection mainstreaming, to ensure PIN programmes are implemented as per relevant standards;
- Providing technical trainings and capacity building initiatives to PIN partners that have Protection focused programming, to ensure PIN’s partners programmes are implemented as per relevant standards.
Protection program and Protection Mainstreaming approach implementation:
- Leads on continuous evaluation of PIN’s Protection intervention, as well as Protection Mainstreaming approach in terms of programme quality, relevance and effectiveness, help to identify gaps and implement improvements and lessons learnt;
- Plan and conduct regular monitoring visits to verify quality of PIN Protection programming as well as quality of Protection Mainstreaming implemented across all PIN programmes, providing recommendations to improve quality of Protection activities and oversee incorporation of improvements plans
- Actively contribute and participate in the implementation of Protection activities such as Individual Protection Assistance, Protection Monitoring, etc.;
- Support implementation of PIN activities through active participating in internal and external technical working groups, committees, etc.
External representation and coordination:
- In coordination with Protection Technical Lead, represent PIN in coordination fora, participate proactively and contribute in the Protection Cluster meetings and reporting, represent PIN at Protection coordination platforms and events, as needed;
- Communicate regular internal updates, and collaborate with PIN’s Protection Technical Lead to ensure programmatic quality, development, sharing of knowledge and upscaling of Protection activities;
- Contribute to PIN cooperation with national partners including communication, monitoring, capacity building, sharing, etc.
Other:
- Take active measures to address equality issues, particularly relating to Age, Gender and Diversity (AGD), in program and operational activities;
- Ensure the highest stands of accountability through ensuring good communication and information sharing within and outside the organization;
- Be aware of, understand and comply with all of PIN’s policies and procedures (Finance, logistics, HR, security management etc.);
Required background and competences:
- Bachelor or Master’s Degree in Social Work, Psychology, Law, Social Sciences or any other related fields;
- Minimum 3 years of relevant professional experience in protection programming and mainstreaming;
- Strong knowledge of international protection standards, understanding of humanitarian principles and practices;
- Experience in conducting assessments, developing and delivering training programs;
- A proven record of effective project and people management;
- Strong communication skills and ability to lead discussions/meetings;
- Excellent teamwork skills, demonstrated interpersonal skills, good communication;
- Strong organizational, time management and reporting skills;
- Fluency in Ukrainian (written and spoken)
- Strong spoken and written English (working proficiency)
