Annex 2 - TERMS OF REFERENCE
FOR THE CONSULTANCY CONTRACT OF: National Liaison Expert (Consultant)
- Duty Station of the Consultancy: Kyiv, Ukraine
- Duration of Consultancy: 6 months, with possibility of extension subject to availability funds and satisfactory job performance.
- Nature of the consultancy: Category A
Under the overall supervision of the Chief of Mission (CoM), of the Operations Coordinator (T&R), and with the direct supervision of the National Reintegration and Reconciliation Officer, the Consultant will be seconded to the Ministry of Veterans Affairs (hereinafter referred to as 'the Ministry') to provide support to the Ministry in the effective implementation, coordination, and support of international technical assistance projects.
- Project Context and Scope: The impacts of the full-scale invasion of Ukraine are immediate in terms of humanitarian needs and protection concerns, and massive in terms of recovery, reconstruction, and prospects for stability. The International Organization for Migration (IOM) in Ukraine is thus harnessing the momentum created by national and international recovery efforts to support the creation of conditions to address the consequences of war and promote an integrated approach to reconstruction and development.
The Government of Ukraine (GoU) and the Ministry of Veterans Affairs have made significant progress in addressing the needs of veterans, their families, and the families of fallen. However, to meet growing demands and ensure a cohesive approach, the Ministry requires technical expertise to enhance its capacity to coordinate and implement international technical assistance projects.
IOM will provide technical support to the Ministry of Veterans Affairs in the field of implementation, coordination, and operational support of international technical assistance projects.
The Consultant will support the Ministry by streamlining project activities, facilitating collaboration with donors and stakeholders, and aligning efforts with strategic objectives. The role will also focus on building internal capacity, enabling the Ministry to manage technical assistance projects effectively and sustainably, ensuring long-term support for those impacted by the war.
Comprehensive expert support for the Ministry of Veterans Affairs will ensure the effective implementation, coordination, and support of international technical assistance projects in the Ministry. The International Liaison Expert is responsible for all aspects of project management, including planning, monitoring, reporting, and identifying new opportunities to attract international technical assistance to the Ministry.

- Category A Consultants: Tasks to be performed under this contract.
- Conduct a comprehensive analysis of ongoing projects, preparing a description of key stages, timelines, required resources, and responsible persons.
- Coordinate and align project requirements and deadlines with relevant stakeholders.
- Arrange regular meetings and presentations to report on the progress of project implementation.
- Identify opportunities for international technical assistance, potential partners, and donors.
- Assess the effectiveness of completed projects, analyze the lessons learned, and develop recommendations for improving operations.
- Prepare final reports for projects, including recommendations for future initiatives.
- Develop and implement proposals to improve the operational processes of projects.
- Conduct an analysis of international experience in implementing similar projects and adapt best practices for local use.
- Continuously monitor and identify new opportunities for international technical assistance to meet the Ministry’s and partners' needs.
- Ensure continuous monitoring of project activities and implement solutions to improve project execution.
- Develop proposals and new initiatives to increase the efficiency of project implementation processes.
- Coordinate communication with structural units to improve reporting and enable quick responses to challenges.
- Prepare final reports and recommendations aimed at enhancing future projects.
- Track opportunities for international funding and support, establishing strong connections with international partners.
- Ensure a systematic approach to project management and actively work on attracting international resources to support the Ministry’s goals.
- Regularly provide reports on the results of activities to the Representative of the Ministry of Veteran`s Affairs and IOM.
- Perform such other duties as may be assigned.
All the deliverables under this Section are subject of approval by IOM. The Consultant will also deliver to IOM the electronic files of all gathered documents that were used as a source for the consultancy. Any delay in reaching the deliverables which is not under the control of the Consultant will be coordinated with IOM that will undertake corrective actions.
Taking into consideration the necessity to work in close cooperation with the Ministry, it is obligated for the Expert to cooperate with the Ministry regularly and spend minimum 32 working hours out of 40 working hours per week at the Ministry or IOM (in Kyiv), specifically through taking part in offline meetings with the Ministry and/or offline events, organized by the Ministry or other related stakeholders.
- Performance indicators for the evaluation of results.
The Consultant will be hired to support the Ministry in enhancing project management capacities, securing international technical assistance, and optimizing operational processes for ongoing and future projects.
The results of the expert's work will be highlighted in monthly reports (submitted via email by the 25th day of each month during the contract duration) and will include the main outcomes of the expert`s work.
Each monthly report will outline progress, results achieved, and recommendations for the upcoming period, ensuring that deliverables align with the Ministry’s strategic goals and the consultant’s scope of work.
- Education required:
- Master's degree (or higher) in Project Management, Public Administration, International Relations, Economics, Law or a closely related field from an accredited institution. A relevant academic degree will be an advantage.
- Experience required:
- At least 5 years of professional experience in conducting comprehensive analysis of ongoing projects, including preparation of detailed descriptions of key stages, timelines, required resources, and identification of responsible persons.
- Experience in coordinating and aligning project requirements with relevant stakeholders, ensuring that project goals and deadlines are clearly communicated and adhered to.
- Strong background in arranging and conducting regular meetings and presentations to report on project progress, and experience in identifying potential opportunities for international technical assistance, partners, and donors.
- Experience in assessing the effectiveness of completed projects by analyzing key metrics and identifying lessons learned to develop actionable recommendations for improving project operations.
- Ability to engage with international donors and partners, track funding opportunities, and establish strong working relationships with relevant stakeholders.
- Experience of interaction with government, diplomatic institutions, and international organizations.
- Experience in creating partner networks with non-governmental organizations from different regions of Ukraine.
- Skills:
- Ability to prepare final project reports, including comprehensive recommendations for future initiatives based on lessons learned and project outcomes.
- Familiarity with developing and implementing proposals aimed at improving operational processes and optimizing project implementation.
- Knowledge and experience in analyzing international best practices and implementing successful project models from other regions or countries, adapting them to local conditions and needs.
- Strong background in monitoring project activities on an ongoing basis, implementing solutions to improve project execution, and ensuring that timelines, budgets, and quality standards are met.
- Language skills:
- Proficiency in Ukrainian, and English.

- Travel duties are possible according to the Agreement.
