ASSIGNMENT

IMPACT has been active in Ukraine since 2015, working primarily in government controlled and non-government controlled areas of Donetsk and Luhansk. Following the full-scale invasion in February 2022, IMPACT significantly scaled-up its activities, operating across the whole country to support evidence-based planning and prioritisation.

The Assessment Officer is responsible for research cycle preparation and planning (contributing to research design, data collection tools etc.), research cycle management and coordination of data collection activities and stakeholder engagement, data analysis (incl. quantitative and qualitative data), producing outputs such as planning documents, area-based risk assessments and other reports, and presenting results to stakeholders and conducting lessons learned sessions. 

While critical humanitarian needs associated with the war persist, particularly in eastern/southern Ukraine, simultaneous efforts are ongoing to address questions of resilience in protracted crisis nationwide. A critical part of IMPACT’s research portfolio in this area focuses on resilience and spatial planning. This provides GIS, research, information management and convening support to actors working in Ukraine’s early recovery sphere, in order to inform the development of evidence- based, conflict-sensitive disaster risk reduction and socioeconomic recovery activities. These efforts also involve a strong emphasis on area-based planning processes in close collaboration with local authorities, civil society, and the private sector.

Under the guidance of the Research Manager and Senior Assessment Officer, the Assessment Officer will contribute to the research processes conducted by the Resilience and Spatial Planning Unit. Specific assessments covered by the Assessment Officer are to be discussed.

FUNCTIONS

The Assessment Officer will be responsible for the following tasks:

1. Research cycle preparation and planning

• Conducting secondary data and literature review of English, Ukrainian and Russian language sources.
• Liaising with local authorities to obtain relevant secondary data.
• Drafting research design plans, including data collection tools (questionnaires) and data analysis plans 
• Adjusting research design based on inputs from IMPACT HQ, ACTED and development partners.
• Consulting internal stakeholders to ensure that the data collection tools are of a high quality and field-ready.
• Maintaining preparation and planning documentation, ensuring strict version control.
• Either translating the questionnaires or checking the translated version for accuracy.

2. Research cycle management and coordination 

• Coordinating data collection (including focus groups, key informant interviews, and surveys) and verification processes, with a strong emphaisis on engagement with local authorities
• Conducting regular in person field visits to supported hromadas across different stages of the research cycle
• Facilitating primary data collection and in-person project related workshops as required.
• Providing regular updates on the status of the research cycle.

3. Output production

• Conducting analysis of primary data and secondary data (including quantitative and qualitative data).
• Providing suggestions in terms of data visualization and data communication. 
• Lead on drafting sections of Local Development Strategies and Area-based Risk Assessments. 
• Assisting in the planning of – and participating in – dissemination events (e.g., presenting the findings to the donors, partners, and other humanitarian stakeholders).
•  Ensuring tracking of all feedback provided on products. Maintaining a log of lessons learned and best practices.

4. Assessment follow-up

• Supporting close compliance to M&E procedures of ACTED. Ensuring tracking of feedback provided on products. Maintaining a log of lessons learned.
• Presenting the findings of research cycles and assessments in various stakeholder forums, including with government and other humanitarian partners.

REQUIRED SKILLS:

Education background in:

• Social sciences/ Political studies
• Geography / Economic Geography / Urban Studies
• Ecology and Environmental Protection
• Civil Protection / Risk Management / Technogenic (Industrial) Safety
• Economics (Regional Development, Territorial Development)

 Technical requirements: 

• At least 2 years of progressively responsible experience in data collection and/or report writing and or drafting of analytical products
• At least 1 year of experience in working with local authorities and NGOs in humanitarian/development context (strong preference for candidates who have experience supporting local planning processes at the hromada level). 
• Excellent communication and presentation skills
• Strong skills in Microsoft Office suite including Excel and Power Point skills
• Understanding of the research process and principles and familiarity with structures of datasets and frequency tables
• Previous experience in managing complex professional relationships
• Fluency in Ukrainian and Russian
• Good command of English (at least Intermediate level B2)
• Prior professional experience with Adobe products (InDesign in particular) preferred
