DUTIES AND RESPONSIBILITIES

Project Planning

  1. Contribute technical inputs to Shelter related strategy development, project proposals and provide input on needs and gaps.
  2. Promote and share ideas for improvement and necessary changes in the activities.
  3. Jointly with Shelter Deputy Project Manager and / or Area Coordinator (as applicable) update overall project implementation strategy, systems, approaches, tools, and materials.
  4. Jointly with Shelter Deputy Project Manager plan technical stages of project implementation and set direction by prioritizing and organizing activities and resources to achieve project objectives.

Project Implementation Follow-up

  1. oversees and directly participates in the implementation of the project ensuring that technical quality and standards are considered and respected during project(s) implementation in accordance with ACTED technical guidelines and standards
  2. Prepare specifications, create BoQs, designs and assist in preparing tendering documents.
    1. Coordinate, manage resources and implement technical Shelter activities, including constructing and rehabilitating water supply and sanitation systems
    2. Lead the development of Shelter Risk Assessment including collecting information in targeted areas. 
    3. Proactive planning and coordination with logistics and field teams
    4. Ensure that Shelter projects target the most vulnerable and that beneficiaries are selected in line with the Shelter programs targeting criteria, ACTED criteria and donor guidelines.
    5. Conduct Shelter rapid needs assessments in the field.
    6. As a result of the assessments, assist with identification of specific project locations, design and implementation of appropriate Shelter interventions with coordination with Deputy Shelter Manager.
    7. Coordinate and supervise implementation work including managing construction contracts.
    8. Monitor and inspect contractors work at vital construction milestones per project schedule
    9. anticipate and mitigate risks and trouble-shoot any unforeseen challenges during the project implementation
    10. Jointly with Shelter Deputy Project Manager regular update the work plan, output tracker, PMF and other documents relevant for effective project management

3. Administration and Operational Management of Project Implementation

3.1 Logistics

  1. Jointly with Shelter Deputy Project Manager contribute to the development of Procurement plans
  2. Design accurate and precise order forms in a timely manner
  3. Ensure proper management and use of the project assets and stocks

3.2. Administration/HR

  1. Manage Shelter engineering staff in the Area for Shelter related activities in cooperation with Shelter Deputy Project Manager
  2. Participate in the recruitment of technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews, etc) 
  3. Ensure that technical project staff understand and are able to perform their roles and responsibilities
  4. Follow-up the work plans and day-to-day activities of the technical project staff
    1. Ensure capacity building of project staff and transfer key skills.
      1. Ensure a positive working environment and good team dynamics
      2. Undertake regular appraisals of staff and follow career management
      3. Manage interpersonal conflicts

4. External Relations

  1. Participate in the development of Shelter information strategy aimed at involving local communities. 
  2. Jointly with Shelter Deputy Project Manager and / or the Area Coordinator (as applicable) facilitate communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation
  3. Jointly with Shelter Deputy Project Manager and / or the Area Coordinator (as applicable) cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings.

5. Quality Control

  1. Assess the technical activities undertaken and ensure efficient use of resources
  2. Ensure lessons learned are documented, shared and reflected in project planning and decision making
  3. Jointly with Shelter Deputy Project Manager advise on, and assist with, project reviews conducted by AMEL
  4. Ensure quality control, analysis of added value and impact, identification and capitalization on best practices and lessons learnt and provide relevant feedback for new project development
  5. Identify and analyze gaps, ACTED’s added value, synergies and opportunities in the areas the project(s) is / are implemented and pass relevant information to Shelter Deputy Project Manager/ Area Coordinator 

6. Reporting

  1. Prepare project technical reports, and assist Shelter Deputy Project Manager in project proposals and periodic reports
  2. Provide regular and timely updates on progress and challenges to supervisors and other team members
  3. Contribute to drafting of (internal and external) project progress reports, ensuring the quality and accuracy of technical information provided

Required experience and skills

  1. 3 years of experience in Shelter, knowledge of the structure of local authorities and governments 
  2. At least 1 years of experience in the humanitarian and/or development sector.
  3. Good knowledge of local government systems.
  4. Experience in developing strategies/ plans, community engagement, outreach with local authorities.
  5. Working level of English, fluent in Ukrainian.
  6. Computer skills, ability to use Microsoft Office software (MS Word, Excel, PowerPoint, etc.)
  7. Ability to work independently and in a team, actively offer your own ideas
  8. Stress-resilience and multitasking skills
