Program officer for the infrastructure rehabilitation and development

General role 

Responsible for the infrastructure rehabilitation and development program. Coordinates the project and program, and interacts with community and institution about the project and their needs. Coordinates and monitors the status and results of the project. Reports to HQ about the project and its status and provides evaluation and improvement for the project. 

Duties and Responsibilities  

1. Responsible for the infrastructure rehabilitation and development program 

2. Participates in the implementation of designed and ongoing infrastructure rehabilitation and development programs in Kyiv oblast, Ukraine, and other related activities, cooperating with local authorities and state institutions. 

3. Collaborates with The Program Manager and assists in implementing HIA’s humanitarian projects in Ukraine and managing the HIA country office. 

4. Participates in the tendering process of rehabilitation sites for construction companies, oversees approval processes mandatory for implementing the rehabilitation projects 

5. Cooperates with legal and construction advisory team, and collaborates with site engineers and other HIA country team staff members. 

6. Communication with public organizations and other donating organizations, shelters, and clusters about the in-kind programs and how HIA could help them. 

7. Forms the database of the related activities and reports on the monthly results 

8. Conducts post-monitoring programs to enhance organizational efficiency 

9. Conduct monitoring visits on objects and control results and update the status of the works 

10. Evaluate and coordinate any changes and improve projects 

11. Coordinates documental support for projects 

12. Interacts with the Finance department and Lawyer about contracts, finance part, and other documental supports 

13. Interacts with the procurement department about status and data for procurement needs 

14. Reports to the Program Manager and Grant manager from HQ about all changes, improvements, and status project 

15. Takes part in negotiations with suppliers about repairs and reconstruction works 

16. Coordinates estimate cost for repairs and reconstruction works

Requirement: 

• Experience in civil engineering and procurement processes and knowledge of Ukrainian approval processes for reconstruction and rehabilitation projects 

• Higher education in the field of architecture, construction, and reconstruction, design, engineer 

• Work experience in a design bureau, as an architect  

• Knowledge of English (written and spoken) 

• Excellent using PC and Excel, Technical App

• Excellent organizational skills; ability to multitask in a fast-paced environment   

• Excellent verbal and written communication skills
