Consultancy Description
The Occupational Therapy Workforce Development Consultant (OT Workforce Development Consultant) will work closely with, advise, and support the OT Technical Specialist in conducting activities related to the development of OT workforce capacity in the network of the Rehab4U Activity. Those activities will focus on advising regarding the analysis of OT workforce and their educational needs, identifying universities for collaboration, developing the design, program, and content for the “Training of Trainers” (ToT) course and specialization, and finalizing the OT Scope of Practice.
Detailed Responsibilities
The OT Workforce Development Consultant will take on the following specific responsibilities during the consultancy period:
Support the analysis of the educational needs of the OT workforce.
- Collaborate with the OT Technical Specialist to define the outcomes of the analysis, stakeholders’ engagement, and program design.
- Support the OT Technical Specialist in engaging stakeholders to participate in the analysis.
- Provide feedback for the draft report on analysis of the educational needs of the OT workforce.
- Support in disseminating the report to relevant stakeholders, if needed.
Support the implementation of a situational analysis on the current resources of selected universities, which will enable the creation/ alignment of OT Master's-level programs with national and international standards.
- Support the OT Technical Specialist in defining clear criteria to identify the universities for collaboration.
- Support the OT Technical Specialist to develop an evaluation form to identify the universities for collaboration.
- Provide feedback for draft reports on current resources of selected universities, which will enable the creation/ alignment of OT Master's-level programs with national and international standards.
Support the development and implementation of a ToT course for occupational therapy faculty to advance the professional expertise of university faculty for further improvement of the graduates’ quality.
- Support the OT Technical Specialist in developing a course design and program, identifying and engaging trainers and trainees.
Support three universities in launching new specialization educational programs for occupational therapy practitioners based on the developed typical specialization program and the ToT course content.
- Support data analysis to identify gaps and possible solutions to launch specialization educational programs for occupational therapy practitioners.
Support the development of an Occupational Therapy Scope of Practice as the basis for the development of Occupational Therapy Professional Standard
- Collaborate with the OT Technical Specialist and other relevant consultants to develop a comprehensive framework for the Occupational Therapy Scope of Practice.
- Offer constructive feedback on the draft versions of the Occupational Therapy Scope of Practice document to ensure clarity and alignment with best practices.
Expected Deliverables
- Advise, provide inputs, and collaborate with the OT Technical Specialist and other relevant staff members and consultants to support the analysis of the educational needs of the OT workforce.
- Work together with the OT Technical Specialist and other relevant staff members and consultants to identify universities for collaboration. This includes assessing their strengths and weaknesses to create or update OT master-level programs..
- Continuously collaborate with the OT Technical Specialist and relevant staff members and consultants to develop the design and program for the Training of Trainers (ToT) course, as well as to identify and engage trainers and trainees.
- Advise and collaborate with the OT Technical Specialist and other relevant staff members and consultants to find solutions to standardize the specialization educational course for OT practitioners.
- Advise and provide inputs to the development of the OT Scope of Practice.
Minimum Qualifications and Experience
- Master`s degree in Occupational Therapy from an internationally recognized educational program (WFOT, ACOTE, etc.)
- At least 5 years of demonstrated experience in the occupational therapy field in both practice and educational settings.
- Experience working with government agencies, international organizations, and NGOs.
- Strong understanding of the Ukrainian education, healthcare, and rehabilitation sectors and international best practices.
- Membership in the Ukraine Society of Ergotherapists.
- Fluency in Ukrainian and English (both written and spoken)
