About the job 

The ICRC Analysis and Evidence Unit seeks a competent Accountability to Affected People (AAP) Manager to join our team in Kyiv. The AAP Manager Manager leads the ICRC’s efforts to systematically use people-centric approaches in helping communities affected by armed conflict. The AAP Manager facilitates communities' participation in the planning and management of humanitarian programs and strengthens the ICRC's capacity in Ukraine to implement activities that enhance accountability to affected populations.

Your Tasks and Responsibilities

  • Lead the integration of people-centric approaches into ICRC’s responses and strategies in Ukraine by facilitating the implementation of the AAP strategy, the development of specific work plans to apply AAP principles in the field, and monitoring of progress on AAP. 
  • Provide leadership and technical support to all units in the ICRC to meaningfully and systematically integrate the views and participation of people affected by armed conflict and other violence into programs and regular monitoring activities 
  • Manage a team of four AAP colleagues including the head of ICRC’s Community Contact Center
  • Lead capacity development of ICRC staff by identifying training needs and delivering and facilitating training while adapting global AAP tools, methodologies, and resources 
  • Lead the roll-out and management of initiatives that increase accountability, such as feedback mechanisms, and ensure systems are in place to respond to feedback and inform operational decision-making.
  • Provide expert support to mainstreaming diversity, equity, and inclusion in ICRC’s programs particularly on gender, age, and disability through a robust context analysis
  • Act as the focal point to ensure that affected people are aware of the ICRC’s code of conduct
  • Design, plan, and coordinate activities that increase community’s participation in ICRC’s humanitarian action

Engage with partners of the International Red Cross and Red Crescent Movement and other players in contributing to the development of a more people-centric humanitarian response and in the promoting the systematic use of the AAP approach

About you

To be successful as an Accountability to Affected People (AAP) Manager in the Analysis and Evidence Unit, you should possess the following qualifications and experiences and have the following characteristics:

  • Ukrainian citizenship or permanent residence permit in Ukraine
  • University Degree or professional certification 
  • Ten to 12 years of professional experience in the humanitarian sector
  • Expertise in AAP, monitoring and evaluation, inclusive programming, social context analysis, communications, and related good practices 
  • Solid understanding of the humanitarian environment in Ukraine
  • Advanced experience in project management and program quality, 
  • Advanced knowledge in delivering training, understanding of adult learning principles
  • Professional fluency (written and spoken) in English, Ukrainian and Russian desirable
  • Computer literate, including sound knowledge of Microsoft Office
  • Experience in analyzing and interpreting information for decision-making purposes
  • Self-motivated with a strong commitment to teamwork and humanitarian principles
  • Flexible, enthusiastic, and willing to learn
  • Ability to work independently, as well as effectively under supervision
  • Ability to organize and prioritize multiple tasks
  • Ability to work within a diverse team and establish and maintain good working relations in a multi-ethnic, multi-cultural, and multi-disciplinary environment
