Health Protection Officer - Kharkiv
Job Title: Health Protection Officer
Location: Kharkiv, Ukraine - with regular travel within the region
Contract Duration: 13 months
Start Date: August 2024
Objective: Within the framework of the initiative AID 012832/01/0 "Emergency Initiative for the Population Affected by the Conflict in Ukraine and Neighboring Countries," funded by the Italian Agency for Development Cooperation, the association Fondazione Progetto Arca, an Italian NGO operating in Ukraine, is seeking two Health Protection Officers, one for the Sumy Oblast and one for the Kharkiv Oblast, to implement Cash for Help activities for project purposes.
Responsibilities and Duties:
- Monitor and assess the health context in Kharkiv Oblast
- Gather and analyse information related to available health services;
- Monitor the needs of the local population, with specific attention to women, children, and persons with disabilities.
- Assess regularly health needs and gaps of target populations in the areas of operations, periodically update the health situation analysis and inform the programme teams accordingly;
- Support the Project Manager in liaising with local health services and relevant institutions.
- Provide periodic quantitative and qualitative analysis of the services provided to the Project Manager.
- Ensure that protection data is collected, archived, processed, analysed and disseminated in an ethical manner, in accordance with internal data protection protocols and international standards;
- Coordinate and manage the Cash for Health service, acting as a liaison between the strategies and objectives established by the management.
- Measure the impact of activities and identify best practices;
- Participate, if requested by the Project Manager, in meetings organized by OCHA in the Health sector.
Required Skills and Competencies:
- Excellent knowledge of the territory and social context of the respective Oblast.
- Familiarity with tools for monitoring, administration, and needs assessment of international cooperation projects.
- Knowledge of the Ukrainian healthcare system.
- Experience in NGO or International Organizations.
- Experience working with vulnerable populations.
- Ability to build relationships, including with institutional stakeholders.
- Excellent command of the English language.
- Available to open the FOP level 3.
