Reporting: Head of Finance

Location: Kyiv, Ukraine, with travels to partner offices and project locations in Ukraine and Moldova

Duration of the contract: till 30.06.2026 with highly possible prolongation

Position Objective: The Project Finance Officer will assist the Coordination structure of the regional project titled “Integrated humanitarian response for conflict-affected Ukrainians and third-country nationals in Ukraine, Poland, Moldova, and Romania” funded by the German Federal Foreign Office (AA) with Accounting, Financial Management, Monitoring, and Auditing. This role involves budget preparation, financial reporting, ensuring compliance with donor regulations, and providing financial support to project teams to ensure the successful implementation of project activities. 

DUTIES & RESPONSABILITIES: 

  • Monitor the overall project budget to ensure financial resources are managed efficiently and in compliance with donor guidelines, specifically adhering to spending deadlines and budget allocations, to avoid funding lapses and ensure project continuity.
  • Coordinate liquidity planning and generates periodic fund requests to ensure adequate cash flow for project needs, while tracking fund transfers and settlements to maintain financial stability and compliance
  • Generate interim financial reports on a half-yearly basis to provide stakeholders with timely updates on the financial status of the project, ensuring transparency, accountability, and compliance with donor requirements.
  • Generate final financial reports, including annexes, to ensure accurate and complete financial documentation for project closure, facilitating the smooth submission to the Berlin office and assisting with the project-end process at the DKH Ukraine office
  • Produce monthly-consolidated financial reports to provide a clear, comprehensive overview of the project's financial status, ensuring alignment with donor agreements and DKH policies, and facilitating informed decision-making.
  • Ensure quality control over financial transactions and reporting to prevent errors and maintain compliance with donor regulations, including procurement guidelines and thresholds, thereby safeguarding the integrity and effectiveness of project funding
  • Identify discrepancies between financial and program progress to ensure that resources are being used effectively and to provide timely advice to the Project Coordinator and partner organizations, helping to address issues and keep the project on track.
  • Provide recommendations to the Project Coordinator to enhance internal financial, administrative, or management procedures, aiming to increase efficiency, accuracy, and overall project effectiveness.
  • Initiate periodic spot checks in coordination with Project Coordinator to review and verify vouchers and supporting documents and to verify whether programmatic milestones and financial spending are compliant with donor requirements.
  • Support partners in the budget revision process to ensure that adjustments align with donor requirements, and financial realities, helping to maintain financial accuracy and project efficiency.
  • Support partners in producing monthly forecasts and financing plans to ensure that future financial needs are anticipated and managed effectively, facilitating smooth project implementation and resource allocation.
  • Perform a preliminary review of documents from suppliers and other parties before payment processing to ensure accuracy in DKH Ukraine office, compliance with financial policies, and prevent errors or fraud.
  • Train partners’ staff on the detailed AA financial guidelines and requirements in order to implement activities and execute budgets accordingly
  • Field travel to the project areas periodically for project monitoring to ensure compliance.


TARGET SKILLS PROFILE

  • Relevant experience in the implementation of emergency aid projects with an international NGO/agency and in the context of complex crisis or a significantly relevant specialization in aspects of accounting and donor reporting
  • Computer literate with significant experience in Microsoft Office and proficiency in MS Excel
  • Understanding of financial principles, budgeting, and accounting practices.
  • Expertise in managing and monitoring project budgets and financial allocations.
  • Knowledge of German bilateral donors (AA, BMZ) and ability to read and understand donor regulations is required; knowledge of regulations of the major international donors is an added value (UN agencies, CHF, ECHO, USAID, DFID, etc.)
  • Knowledge of cash transfer programming including practical experiences in the implementation or management of CTP activities is a strong advantage
  • Experience in audit preparation and/or execution is desirable
  • Experience working with partners and in consortia is an advantage
  • Understanding of procurement guidelines and thresholds in donor-funded projects.
  • Strong skills in liaising with partners, donors, and team members to ensure smooth financial operations.
  • Proficiency in working collaboratively with other departments and partners to address financial matters
  • Ability to develop and implement detailed financial plans and budgets.
  • Skills in monitoring financial performance, analyzing variances, and propose  adjustments as required.
  • Expertise in ensuring adherence to financial policies, donor regulations, and legal requirements.
  • Proficiency in understanding of financial transactions. 
  • Ability to identify financial risks and implement strategies to mitigate them.
  • Skills in maintaining and organizing accurate financial records and documentation.
  • Capacity to generate and submit financial reports and forecasts in a timely manner.
  • Ability to address and resolve financial issues promptly and effectively.
  • Ability to work in a team-based environment and achieve common goals


TARGETED SPEZIALIZED KNOWLEDGE

  • Bachelor’s degree in accounting or economics. Master's degree preferred.
  • CPA/ACCA qualification is an added advantage.
  • Professional working proficiency in English (written/spoken) and Ukrainian is a must
