Finance Officer

Medicos del Mundo (MdM) is an independent international movement of active campaigners, who provide care, bear witness, and support social change. MdM campaigns for a world without any barriers to healthcare, a world in which health is recognized as a fundamental right.  Medicos del Mundo is the Spanish division of the international MdM Network implementing emergency response and development programmes in Ukraine.  MdM Mission in Ukraine was established following the emergency assessment conducted in April 2015 and focused on changes in the availability of and access to healthcare, particularly for the most vulnerable groups of the population, including the elderly and people with chronic diseases.  One of the main goals of MdM is ensuring and extending the access of the Ukrainian population to timely and quality primary healthcare (PHC), Sexual and Reproductive Health (SRH) and Mental Health and Psychosocial Support (MHPSS) services, and Gender Based Violence (GBV) prevention. In Chernihiv, Chernivtsi, Kharkiv, Kyiv and Zaporizhzhia Oblasts MdM is targeting the most vulnerable communities through the mobile outreach unit approach, covering locations that have been affected by the hostilities or hosting large numbers of Internally Displaced People in the situation when the health system has been severely disrupted and overloaded during the war.

General objective of the position:

 Manages the day-to-day MdM-accountancy and financial processes implementation at Country Office and base levels (Kyiv, Chernihiv & Chernivtsi). Also, updating the BFU and support in preparing the monthly close reporting in accordance with MdM internal guidelines, Ukrainian standards and donors regulations.

General scope of the position:

 Cashflow Management and Monthly Accountancy 

• Day to day accountancy of CT, Kyiv, Chernihiv, and Chernivtsi base expenses through the MDM accountancy's software in accordance with internal policy.
• Ensure weekly and close of month cash-counts and reconciliations of the cashbox and SAFE.
• Manage advances and reimbursement of expenses.
• Processing and tracking of Per Diems and salary advances for both national and international staff in cash when required.
• Responsible for ALL Mission Cash forecasts tabulations in collaboration with Finance officers/ Assistant in other bases and manage cash flow processes and funds transfer.
• Responsible for preparation and the reliability of financial data for the purposes of updating BFU and other financial decisions.
• Support the Finance expert in preparing periodic reports in UNIT 4.
• Follow-up with Accountant on all documents related to taxation in Ukraine, with the right forms and deadlines.
• Verification monthly payroll, payroll processing and remittance of legal contributions to the relevant authorities.
• Verification payment documents for CT, Kyiv, and Chernihiv bases

 Financial Management & Audit

•  Updating the forecast of expenses for the CT, Kyiv and Chernihiv Bases and monitor the expenses vs. the budget and highlight deviations when necessary.
• In case of need, support the Finance Expert & Finance Coordinator in the preparation of financial reports and budgets.
• Responsible for coding MRs as per forecast, ensuring that the donor and financial information corresponds to the budget and mission allocation board.
• Support in preparation for all internal and external audits

 Legal and administrative management

•  Creation of Mission requests for any purchases related to finance department work in the absence of Financial Officer or Accountant
• Processing and managing of security envelopes for individual Expats and base level.
• Consolidation and archiving of all necessary documents for accountancy in accordance with MdM procedures.
• Any other assigned tasks within the Finance department when needed.
