GENERAL MISSION

MEAL Officer plays a pivotal role in the monitoring, evaluation, accountability, and learning functions of the organization. This position is crucial for ensuring reliable data collection, meticulous database management, and thorough analysis to support informed decision-making, as well as to sustain and enhance programs in the field.

MISSIONS / RESPONSIBILITIES

Key Responsibilities:

Mission 1: Operational implementation

Responsibility 1: Implementation of the monitoring, evaluation, accountability and learning plan

• Development, translation, and verification of data collection tools (paper forms, Excel spreadsheets, and electronic forms in SurveyCTO) for quality evaluation, measurement, and analysis methodologies. 

• Organization and consolidation of databases using Excel and Power BI. 

• Conducting testing of data input and extraction processes. 

• Conducting regular data collection activities for programs and MEAL plan.

• Participating in coordination, planning, and implementation of MEAL plan, including Focus Group Discussions (FGD) and lessons learned seminars, to ensure comprehensive data gathering. 

• Training and providing ongoing support to teams on data collection methodologies, tool usage, and adherence to basic humanitarian principles. 

• Conducting monitoring visits to field, including bases, and preparing regular reports on monitoring findings. 

• Ensuring effective feedback to the MEAL Manager on field challenges and proposing effective solutions. 

• Participating in the preparation and presentation of results to stakeholders, facilitating data-driven decision-making.

 • Prompt identification and referral of vulnerable cases to designated specialists. 

• Facilitating feedback and informing beneficiaries and stakeholders about humedica e.V. referral mechanisms and complaint procedures. 

• Representing the organization during community interactions, embodying organizational values.

 

Responsibility 2: Monitoring the program's information system: 

• Centralizing, regularly maintaining, and synchronizing databases to facilitate access to reliable information in real-time/weekly/monthly intervals.

• Embedding computations within databases to perform initial-level analyses or prepare more complex analyses.

• Conducting data analysis and extracting relevant information to support reporting and program evaluation.

• Ensuring adherence to data confidentiality and protection policies throughout all data management processes.

• Disseminating monitoring and evaluation results among communities and partners, promoting transparency and accountability.

• At project completion, preparing and archiving the final version of databases and deleting intermediate versions stored in various locations.

Mission . Emergency preparedness and response: 

  • Contributes to the program’s emergency preparedness actions and, in an emergency, adapts his or her working methods to contribute to an effective humanitarian approach by humedica e.V.

Qualification(s):

 

  • ·       Information Technologies\related area diploma.
  • Qualification in the data base management.

Experience:

  • -       Experience conducting research.
  • -       At least one year of experience in database administration or management/entry (NGO, financial company, banking system, or private company).
  • Experience working with SurveyCTO, KOBO Collect, or other similar programs.

- Experience working in humanitarian organizations.

Skills:

- Advanced Excel skills (will be tested).

- Proficiency in Microsoft Word, Excel, PowerPoint, Power BI.

Emergency Preparedness and Response Skills:

- Response to emergencies.

- Monitoring and readiness for emergencies.

Language Skills:

- English B2/C1 (good translation and explanation skills).

- Fluent in Ukrainian and Russian.
