 Position Title: National Information Management Officer

Duty Station: Kyiv, Ukraine

Classification: General Service Staff, Grade NOA

Type of Appointment: Special Short-Term, Six months with the possibility of extension

Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Information Management Officer, the successful candidate will be responsible for supporting the Programme Support Unit (PSU) in developing or implementing the Information Management (IM) strategy, process, databases and datasets for the Ukraine Mission.

Core Functions / Responsibilities:

  1. In co-ordination with International IM Officer, provide technical inputs and recommendations on appropriate information management (IM) methodologies, workplans, information needs, tools, and gaps, including for Implementing Partners (IPs).
  2. Support on developing workflow/process flow of Information management system of various unit.
  3. Support and guide IM focal points at sector and area level, including through deployment, as they develop, revise, and implement IM tools.
  4. Support to improve the current database management practices in the mission.
  5. Participate in the bug fixing and trouble shooting of applications developed inside the mission.
  6. Deliver training and tailored support to programme, reporting, monitoring and evaluation, and other staff, including IPs, in fulfilling requirements related to information management (e.g. inter-agency reporting, monitoring) and capitalizing on datasets to inform programming and otherwise support work.
  7. Support to mission on creating interactive dashboard, webpage, sharepoints page etc.
  8. Assist in developing a temporary IM system using Power Apps, Power BI, and open-source applications for program teams, operation and support team.
  9. Develop various data collection tools using Kobo, odk, micro-soft forms and other applications.
  10. Plan, develop, and provide capacity-building training to IM colleagues from other units on SQL, Power BI dashboard creation, and information management.
  11. In coordination with monitoring and evaluation staff, implement adequate monitoring mechanisms at sector, area, and country levels to review impact and collect lessons learned, and for IPs. Support sectors and sub-offices to enforce data confidentiality guidelines adopted by IOM, based on interagency standards, to protect sensitive data.
  12. In liaison with relevant focal points, support the development of data visualization and other information products in support of the IOM mission in Ukraine and technical divisions at Headquarters (HQ) involved in the Ukraine response, geared toward both internal and external audiences.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s university degree from an accredited academic institution preferably in Computer Sciences, Geographic Information System (GIS), Management Information System (MIS), or a related field from an accredited academic institution with two years of professional work experience.

or

  • Master’s university degree from an accredited academic institution preferably in in Computer Sciences, Geographic Information System (GIS), Management Information System (MIS), or a related field from an accredited academic institution.

Experience

  • Experience in ARC GIS and mapping
  • Experience in data cleaning, data management and data analysis skills;
  • Experience in data visualization and design experience, including with the Adobe Suite (Illustrator and InDesign)
  • Experience in using following tools: SQL, PowerBI, Tableau, Excel
  • Experience in the implementation of database systems (such as registrations, activity data, census or surveys), including cleaning and analysis of data;
  • Experience in planning and delivering end-user training, undertaking information systems support, and coordination with stakeholders with different levels of technical knowledge and abilities; 
  • Sound knowledge and experience of the international humanitarian system, in project coordination, implementation as well as monitoring and evaluation, and in liaising with stakeholders across IOM or a comparable international organization;
  • Knowledge and experience with IOM systems and programming desirable.

Skills

  • Ability to work independently and under limited supervision;
  • Excellent communication and writing skills;
  • Excellent organization skills; 
  • Proven ability to use MS office and advanced statistical skills including knowledge of database management, statistical and project management software is a strong advantage.

Languages

For this position, fluency in English and Ukrainian is required (oral and written).
