Програма «Партнерство за сильну Україну» Фаза 2 (PFRU-2) — це багаторічна донорська програма, що реалізується під управлінням Міністерства закордонних справ, справ Співдружності націй та розвитку (МЗС) Великої Британії у співпраці з українським урядом. Метою PFRU-2 є забезпечення українській державі кращих умов для керування інклюзивним відновленням і відродженням України в партнерстві з громадянським суспільством і приватним сектором в умовах російської агресії. Команда Механізму швидкого реагування (RRM) зосереджується на комплексній (пов’язаній з обладнанням та не пов’язаній з обладнанням) підтримці прифронтових та прикордонних територіальних громад України з метою зміцнення стійкості та підвищення безпеки тих, хто проживає та працює на визначених територіях.

Один із видів діяльності, не пов’язаних з обладнанням, який підтримує команда RRM, полягає у зміцненні координації між громадами для ефективної співпраці. Це охоплює обмін досвідом між громадами, покращення комунікації з фінансовими партнерами та узгодження з програмою PFRU. У рамках цього надається інституційна підтримка національного проєкту «Пліч-о-пліч», спрямованого на зміцнення співпраці між прифронтовими громадами-форпостами та тиловими громадами-партнерами.

Ця ініціатива спрямована на підсилення єдності країни, подолання наслідків війни та підтримку життєдіяльності громад, що опинилися в найскладніших умовах. Проєкт передбачає створення механізмів співпраці, які допоможуть громадам-форпостам отримувати необхідну підтримку у вигляді гуманітарної допомоги, відновлення інфраструктури, економічного розвитку та покращення якості послуг для місцевих жителів. В рамках цієї ініціативи, RRM утворює пілот для підтримки ключових напрямів ініціативи, пріоритизуючи громади Focus Area A (прифронт) із метою генерації знань для подальшого масштабування.

Мета ролі: Практичне впровадження кластерної та міжрегіональної моделі співпраці в рамках пілоту, та супровід реалізації спільних проєктів громад у межах державної цільової програми.

Основні обов’язки:

• Формування кластерів: Організація процесу об’єднання громад для реалізації спільних проєктів (обмін компетенціями, енергостійкість, ВПО). Сприяння напрацюванню, створенню кластерів та міжмуніципальних об’єднань
• Організація візитів: Координація проведення регулярних регіональних візитів, заходів та подій
• Операційна підтримка комітетів: Технічний супровід роботи тематичних комітетів Координаційної ради, збір та верифікація проєктних заявок від громад
• Адміністрування ІТ-платформи: Взаємодія з громадами щодо наповнення цифрового реєстру партнерств та моніторингу результатів проєктів на платформі «Пліч-о-пліч»

Кваліфікація:

• Вища освіта в галузі державного чи публічного управління, міжнародних відносин, права, менеджменту або в суміжних галузях
• Досвід роботи з органами місцевої влади
• Навички проєктного менеджменту
• Розуміння механізмів бюджетного фінансування та тендерних процедур

Очікувані результати (KPI та показники ефективності):

• Сформовано та запущено роботу планову кількість сталих кластерів громад для реалізації спільних проєктів
• Рівень виконання (відсоток або частка) розроблених міжмуніципальних проектів (в порівнянні із запланованою кількістю) та реалізованих Організовано розробку та реалізацію планової кількості проєктів
• 100% громад-учасників пілоту інтегровано до IT-платформи 

Управління позицією:

Координатор з міжмуніципального співробітництва буде в підпорядкуванні Менеджера проєкту RRM.

PFRU-2 Recruitment - Candidate Application

Background

The Partnership Fund for a Resilient Ukraine – Phase 2 (PFRU-2) is a multi-year, multi-donor-funded programme managed by the UK’s Foreign, Commonwealth and Development Office (FCDO) and governed in collaboration with the Government of Ukraine. PFRU-2’s aim is to set improved conditions for the Ukrainian state, in partnership with civil society and the private sector, to lead on inclusive national recovery and revitalisation in the context of Russia’s aggression. Rapid Response Mechanism (RRM) Team focuses on the comprehensive (equipment and non-equipment) support to frontline and border hromadas of Ukraine with an aim of strengthening resilience and increase the safety of those who live and operate in the identified territories.

One of the non-equipment activities supported by the RRM team focuses on strengthening coordination between hromadas to enhance effective collaboration. This includes peer-to-peer experience sharing between communities, improving communication with financing partners, and alignment with the PFRU programme. Within this framework, institutional support is provided through the national project “Shoulder-to-Shoulder”, aimed at reinforcing cooperation between frontline “outpost” hromadas and their partner rear-line hromadas

This initiative is designed to strengthen national unity, mitigate the consequences of the war, and support the functioning of communities facing the most challenging conditions. The project establishes cooperation mechanisms to ensure that frontline hromadas receive the necessary support in a form of humanitarian assistance, infrastructure restoration aid, economic development, and improvements for the quality of services for local residents. Under the framework of this initiative, RRM establishes the pilot endeavour to assist core aspect of the initiative, factoring in its Focus Area A (frontline) hromadas with an aim to generate knowledge for further upscale.

Purpose of the position: under the prescribed pilot endeavours, operationalisation of the cluster, interregional cooperation model and support for the implementation of joint community projects within the framework of the state target program.

Principal Duties and Responsibilities:

• Cluster formation: Organisation of the process of uniting communities to implement joint projects (competence exchange, energy sustainability, IDPs). Promotion of the development, creation of clusters and intermunicipal associations
• Organization of visits: Coordination of regular regional visits, activities and events
• Operational support of committees: Technical support of the work of thematic committees of the Coordination Council, collection and verification of project applications from communities
• Administration of the IT platform: Interaction with communities on filling in the digital register of partnerships and monitoring project results on the “Shoulder-to-Shoulder” platform

Qualifications:

• Higher education in the sphere of state or public administration, international relations, law, management or related fields
• Experience working with local authorities
• Project management skills
• Understanding of budget financing mechanisms and tender procedures

Expected results (KPIs and performance indicators):

• The planned number of sustainable clusters of hromadas for the implementation of joint projects has been formed and launched
• Completion and implementation ratio (in comparison with planned) of the developed intermunicipal projects
• 100% of the communities participating in the project have been integrated into the IT platform

Management of the Assignment: 

Coordinator for intermunicipal cooperation will report to the RRM Project Manager.
