Job Description

Under the overall supervision of the Chief of Mission (CoM) in Ukraine and the National Senior Protection Officer, and the direct supervision of the National Protection Officer, the incumbent will support the coordination and implementation of the Prevention and Outreach portfolio of the Protection Programme. The incumbent will contribute to the timely delivery of results, quality and compliance with IOM policies and protection principles, and effective collaboration with internal units, government counterparts, UN agencies, and civil society partners

Responsibilities

  1. In close coordination with the National Protection Officer, support the planning, implementation, and monitoring of the Protection Programme’s prevention and outreach portfolio to reduce protection risks (including trafficking in persons, exploitation, gender-based violence, and war-related violence), ensuring coherence with IOM strategies, donor requirements, and relevant coordination frameworks.

  2. Contribute to the delivery and quality of prevention and outreach activities (including general awareness-raising, targeted outreach, and early prevention efforts), supporting the use of evidence-based approaches, inclusive and conflict-sensitive messaging, and alignment with protection principles.

  3. Support the operation of the National Toll-Free Counter-Trafficking and Migrant Advice Hotline, including assisting with performance monitoring, quality assurance, referral pathway alignment, data protection and confidentiality, trend analysis, and preparation of data for internal and external use, as appropriate.

  4. Draft and compile inputs for donor reports, proposals, concept notes, and visibility materials related to prevention and outreach; support resource mobilization efforts by providing inputs on context and trends, lessons learned, and programmatic directions.

  5. Support the supervision of assigned staff, including workplanning, coaching and mentoring, performance management, and promote a productive and respectful work environment in line with IOM values.

  6. Support monitoring, evaluation, accountability and learning (MEAL) activities for prevention and outreach interventions, including assisting with indicator tracking, activity-level assessments, partner monitoring as applicable, feedback and complaints mechanisms, and synthesis of lessons learned.

  7. Coordinate and liaise with other IOM units (including programmes, operations, MEAL, communications, and field offices) to support joint planning and a coordinated approach across humanitarian, recovery, and development settings.

  8. Contribute to the mainstreaming of protection across IOM Ukraine interventions by providing inputs, support risk mitigation efforts, and practical guidance to teams, in line with IOM internal guidance and applicable inter-agency standards.

  9. Undertake duty travel as required to support programme implementation.

  10. Perform such other duties as may be assigned.

Qualifications

EDUCATION

  • Bachelor’s degree in Social Sciences, International Relations, Political Science, Education, Law and International Relations or related field from an accredited academic institution with at least two years of relevant professional work experience; or, 

  • Master’s Degree in above fields.

EXPERIENCE

  • Demonstrated work experience in the thematic area of protection, including countering human trafficking, exploitation, and gender-based violence, showing increasing levels of managerial responsibility.

  • Experience supporting the planning and coordination of prevention and outreach interventions, including development of workplans, technical guidance/tools, and implementation monitoring

  • Experience contributing to the full project cycle (proposal development, implementation, donor compliance and reporting, internal and external coordination, and monitoring and evaluation), including preparing clear written inputs and supporting budget-related inputs.

  • Experience supervising staff and working with implementing partners and/or service providers, including delegation, follow-up, and quality assurance to achieve high-quality deliverables and optimum performance.

  • Experience liaising and cooperating with governmental counterparts, UN agencies, NGOs/civil society, and other internal and external stakeholders.

  • Experience working in humanitarian and/or emergency response and post-conflict environments, particularly related to internal displacement and mixed migration.

SKILLS

  • Knowledge of migration, displacement, humanitarian response, and protection-related subject areas, as dealt with by the Organization in Ukraine. 

  • Ability to self-manage competing priorities, learn quickly, and provide structured technical support across multiple workstreams within the Protection Programme.

  • Strong facilitation and training delivery skills, including the ability to tailor content to diverse audiences and translate technical guidance into practical tools.

  • Demonstrated proficiency in computer skills, especially in MS Office (Excel, Outlook, Word etc.) and database systems such as Salesforce.

  • Strong communication, writing, and analytical and critical thinking skills in English. 

Languages

For this position, fluency in English and Ukrainian is required.
