General responsibilities
- Ensures compliance with global and local guidelines for procurement.
- Process and coordinates purchase processes according to global and local procedures and thresholds.
- Establish and negotiate contract terms and conditions and maintain favourable supplier relationships.
- Processes contracts and Purchase orders with local and international suppliers.
- Prepare and maintains full purchasing records, invoice packages.
- Executes procurements plans.
- Ensures that record keeping system is maintained according to NPA guidelines.
- Assist in booking of travel and accommodation requirements for staff and official visitors.
- Ensures all procurements are fully documented and filing system is well organized and documents are uploaded to SharePoint.
- Other duties and tasks assigned by the immediate supervisor.
Specific duties
- Processes procurements in Agresso system.
- Keeps professional communication with Local and International suppliers.
- Evaluates the performance of suppliers.
- Executes customs clearing process and coordinates transport of internationally procured goods and equipment.
- Conducts Watchdog and similar scanning of suppliers.
- Keeps updates Suppliers list.
- Maintains and keeps preferred and pre-qualified supplier’s lists.
- Publishing Tenders and engaging in Bid committee processes
- Requesting, collecting, analyzing and comparing supplier’s quotes/bids
- Assisting programmes and departments in procurement planning
- Assisting and guiding field offices staff in local procurements, monitoring, closing and archiving processes.
- Facilitate Tax and Customs exemptions and follow up on related requirements for NPA.
- Facilitate airport and security clearances as well as various Ministries (pre)approvals.
- Providing inputs on procurement status to Logistics Manager
- Following up on payments to Suppliers
- Providing Long-term Agreements for highly demand services and goods
- Building capacity of field and other staff on procurement principles
- Evaluates local and international suppliers, their products, and prices to obtain the best value for money and conduct regular market surveys
Qualifications:
Education:
- University degree/diploma in a relevant field
- Good knowledge of English and Ukrainian - both speaking and writing
- Good computer skills
Experience:
- Two years or more experience within the humanitarian sector
- Two years or more experience in the relevant logistic field
- Previous work experience in insecure environments and able to work effectively under difficult conditions.
- Experience with ERP or similar software for procurement.
- Experience in importation and customs procedures.
Personal Competencies:
- Strong communication and interpersonal skills
- Systematic and organised in approach, including accuracy, consistency, and attention to details, tenacity, and the ability to work under pressure.
- Ability to meet deadlines and work calmly under pressure with limited supervision.
- Excellent health
