Project: Climate Finance Network
Scope of Work:
- Diagnostic of Climate change-related provisions in the public procurement laws and regulations.
- Prioritized products and tools, if any for public procurement and potential for private sector investments in prioritized products
- Space for countries to be supported in climate aligned public procurement. And if yes, what are the recommendations for countries on making public procurement systems more green.
Deliverabilities:
- Diagnostic report of Climate change related provisions in the public procurement laws and regulations including equity and sustainability angle
- Situation analysis and recommendations for channelizing private sector investments investment in priority sectors/products
- Assessment report including recommendations on the application of climate public procurement regime.
Expected profile of the Consultant:
• Master’s degree or above in economics, procurement international development, social policy, public finance, development or related fields,
• A minimum of 7 (seven) years’ work experience in procurement and governance, with experience in diagnostics and institutional assessments
• Experience of working on climate finance with the public and private sector in the Asia-Pacific region.
• Experience of working with Governments in supporting climate finance, governance and public procurement reforms would be an asset
• Flexibility and ability to operate in different cultural settings and with a variety of stakeholders while being culturally and gender-sensitive
• Experience working with UN/UNDP or similar organizations is a distinct advantage.
