Korea International Cooperation Agency (KOICA) is looking for an Administrative staff (Program Officer) in Kyiv, Ukraine.

[Background]

Korea International Cooperation Agency (KOICA) is a governmental agency under the Ministry of Foreign Affairs of the Republic of Korea dedicated to alleviate humanitarian crises and to promote partner countries’ sustainable socio-economic growth. 

KOICA Ukraine Office, with a special focus on health, transportation, industry and digital governance, provide grant aid in various project modalities: bilateral and multi-bi projects, training program (capacity building), cash and in-kind transfer for humanitarian assistance, etc.

2. [Position Information]

- Job Title: Ukrainian Administrative Staff (Program Officer)

- Duty Station: KOICA Ukraine Office in Kyiv, located at Gulliver Business Center

 * Day-to-day commuting is expected with occasional business trips to all over Ukraine.

- Work Hours: Full time (8:30-17:30) from Monday to Friday, with one-hour (12:30-13:30) lunch break

- Reports to: Country Director and Deputy Directors of KOICA Ukraine Office

- Expected Contract Duration: From 01 August 2024 to 31 March 2025, with the possibility of extension

 * 3-month-long probation period (until 30 October 2024) included

- Monthly Salary: USD 1,000-1,200 per month (depending on one’s international development career)

* During the probation period, one shall receive 90% of the agreed monthly salary.

- Additional Notes:

(1) All KOICA employees are forbidden to hold concurrent jobs.

(2) Prior to the contract signing, the original documents proving the indicated education, career and experiences may be requested. If the submitted original documents are proven to be false, the employment contract may be cancelled at any time.

(3) A medical statement/report completed by an authorized physician shall be requested upon employment

3. [Key Duties and Responsibilities]

Under the supervision of Country Director and Deputy Directors, the consultant will serve the roles of project management and coordination, and administrative support.

  • Operates KOICA’s international development cooperation projects (*refer to the attachment at Annex);
  • Monitors, coordinates, and implements ongoing project in Ukraine;
  • Communicates with Ukrainian governmental authorities, international organizations, contracted parties, beneficiaries, individual experts, etc.;
  • Develops analysis reports on political and economic situations in Ukraine;
  • Drafts contracts for project survey, implementation, and evaluation;
  • Translates the collected/compiled information/data from Ukrainian into English;
  • Interpretes Ukrainian into English and vice versa;
  • Coordinates for KOICA’s activities including making appointments, visiting project sites, sending official letters, taking care of inquiries and applications to the governments and development partners;
  • Assists any other necessary support if requested (e.g. banking and tax issues, admin support for Korean staff)

4. [Qualifications: Skills and Experience]

Required

  • Bachelor’s degree (preferably in business administration, international relations, finance, economics, or other relevant fields);
  • Proficiency in both spoken and written English and Ukrainian languages
  • Good organizational, coordination and communication skills;
  • Basic knowledge of computer tools in Microsoft Word, PowerPoint, Excel, etc.;
  • Good health (upon selection, the basic medical statement needs to be submitted by 31 July 2024);
  • Familiarity with transparent working ways to ensure quality performance and outputs in cooperation with clients, partners, and other KOICA staffs

Desired

  • Ability to work in multi-cultural circumstances
  • Direct experience in international development cooperation project coordination

5. [Recruitment Process]

- Timeline

(1) -15 July: Receiving application documents for the job opening

 (2) 17 July: Notification of the result of the initial document screening phase

  * Only the successful candidates shall be contacted.

 (3) 22-24 July: Conducting interview, predominantly in English and occasionally in Ukrainian

 (4) 26 July: Notification of interview result

 (5) 29-31 July: Signing the employment contract

 (6) 1 August: Staring work
