In March 2022 ZOA started an emergency response for IDPs in Zakarpattia in West-Ukraine. Later in 2022 ZOA expanded to Chernihiv Oblast, providing shelter and livelihood assistance and MPCA. In January 2023, ZOA started an emergency shelter program in Kherson Oblast, providing assistance for medium and light house repairs, emergency livelihood assistance and MPCA. In July 2023 ZOA opened a second office in Mykolaiv to expand the programme to Mykolaiv Oblast. ZOAs head office in Ukraine is in Kyiv.

Position

The Cash & Quality Specialist, in coordination with programme managers and under the supervision of the Manager of Programme Quality, is responsible for the technical support to all Cash and Voucher assistance (CVA) activities, and online activities related to cash payments, in all ZOA projects in the different program areas.

Tasks and Responsibilities

- In close coordination with the Cash Officer and programme managers, being responsible for the technical implementation of activities related to CVA in the projects, in coordination with other project team members (cash transfers done with the 4-eye principle);

- Provide technical CVA support to the project teams by improving quality of CVA related processes;

- Develop CVA SOPs, and guide and follow-up on the implementation of SOPs on field level, in coordination with PGMs and Project Coordinators;

- Ensure all CVA activities are compliant with ZOA Ukraine’s CVA SOPs;

- Harmonize the CVA projects across the different regional teams in Ukraine;

- Promote mutual learning between ZOA Ukraine’s programmes related to CVA in;

-Participate in the Cash Working Group;

- Contribute to the preparation of needs assessments;

- Responsible for CVA sections and annexes of donor proposals and reports and for all administrative records for CVA components of projects.

- Provide input to Post Distribution Monitoring surveys and conduct monitoring and evaluation of cash modalities in projects; 

- Support the monitoring, evaluation, and learning activities in all programmes, including gathering and recording feedback from project beneficiaries and other stakeholders;

- Report distribution developments and PDM to the Program Manager.

Requirements

Knowledge & Experience:

- Bachelor degree in a humanitarian, development, or relevant field;

- Minimum 2 years experience in relief settings;

- Minimum 3 years experience in people management;

- Fully support the vision and mission of ZOA

- Familiar with Project Cycle Management;

- Good spoken and written command of English and Ukrainian.

- Sound understanding of humanitarian operations;

- Analytical;

- Organisational sensitivity;

- Good English writing skills.

- Excellent organising skills;

- Accuracy;

- Provides regular feedback, acknowledges success and the need for improvement.

Work conditions

- The Duty Station for this position is the country office in Kyiv

- The position is 9-months fixed term renewable based on funding available;
