Senior Project Manager (EU Screening Processes)
The Recovery and Reform Support Team (RST) at the Ministry of Economy is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis by international donors to provide targeted technical support and assist the Ministry of Economy in the design and implementation of priority reforms. The RST will assist in filling the capacity gaps in the design and implementation of priority reform strategies and programs while strengthening links and partnerships between the Ministry of Economy priorities and relevant donor support.
Main duties and responsibilities:
- Assisting in coordinating the work of various responsible stakeholders within the Ministry, including collaboration with key entities such as the Government Office for Coordination of European and Euro-Atlantic Integration, the EU Delegation to Ukraine, and authorized representatives of the Ministry.
- Facilitating cooperation and ensuring uninterrupted coordination of actions within the framework of the screening process, particularly with inter-governmental stakeholders such as the Office of the Vice Prime Minister for European and Euro-Atlantic Integration and the Government Office for Coordination of European and Euro-Atlantic Integration.
- Ensuring robust engagement with relevant international development partners to secure their support and alignment with the strategic objectives of the screening process, employing a systematic and formalized approach to maintain mutual understanding and collaboration.
- Overseeing the alignment of screening-related content with the strategic objectives and documented achievements under the Ukraine Facility and other critical reform initiatives spearheaded by the Ministry of Economy, ensuring comprehensive integration and consistency across efforts.
- Providing assistance in the preparation of high-quality, detailed presentation materials and written replies to the European Commission’s Screening questionnaires, based on contributions from relevant Ministerial departments, in a manner that adheres to professional standards and effectively communicates the Ministry’s progress and priorities.
- Preparing timely and quality reports and status updates on reform’s implementation progress.
Qualifications and skills:
- Master’s degree in Public Policy, Law, Management, Economics, Finance or other related fields.
- Strong analytical, communication, and presentation skills.
- Excellent verbal, written, and communication skills.
- Advanced level of PC literacy (PowerPoint, Project, Excel, Word).
- Excellent command of Ukrainian and fluency in English.
Professional experience:
- Minimum of 7 years of general professional experience (working for international organisations and/or international technical assistance projects would be an advantage), of which:
- at least 5 years of proven experience in project management, public or business administration, and consulting (related to the field of the assignment); and
- at least 3 years working on the EU integration.
Other competencies:
- Proven knowledge of EU acquis and a good understanding of government processes.
- Knowledge of EU laws and standards in a specific sector will be an advantage.
- Familiarity with Ukraine’s current reform agenda, and a good understanding of policy formulation processes and policy dialogues.
