The «Arbeiter-Samariter-Bund Deutschland (ASB)» is a German aid and welfare organization working in areas such as rescue services, civil protection and social services. Since its foundation in 1888, the ASB has acted as a politically and denominationally independent association ensuring a high level of continuity and reliability.

ASB provides people centred humanitarian response to alleviate human suffering, contributes to building the resilience of systems, communities and societies and applies integrated approaches to welfare and to social and socio-economic development. ASB currently has a portfolio of more than 100 projects in countries such as Bangladesh, Bosnia and Herzegovina, Georgia, Haiti, Indonesia, Iraq, Kosovo, Nepal, Nicaragua, Niger, Philippines, Serbia and Ukraine.

ASB has been implementing humanitarian interventions in Ukrainesince the beginning of the conflict in 2014. Following the full-scale invasion of Ukraine by Russia in February 2022, ASB has increased the humanitarian operations to respond to multiple needs of the war-affected population of Ukraine. Our team of 18 employees working from Kyiv and Lviv is committed to provide multi-sectoral humanitarian aid in the areas of basic needs, food security, hygiene, winterization, health and psychosocial support. This includes in-kind assistance as well as cash components and social services provided in cooperation with local partners.

ASB in Ukraine is currently seeking expressions of interest from qualified and committed individuals for the following position:

ASB Project Officer (male/female/diverse)

Duration: 12 months (possibility of extension)

Start: As soon as possible

Location: Kyiv / Dnipro

Key responsibilities include:

Project areas are widely dispersed around Ukraine and far from ASB regional offices, possibility to travel, self-management, knowledge and experience in construction (civil construction, repair works, design and engineering in different disciplines), communication and reporting are vital under these conditions. The Project Engineer must utilize all available means, resources, and opportunities to discuss and resolve problems as they arise. Project implementation regions are Dnipro, Poltava, Kyiv, Lviv (in Hromadas mainly).

Related to revamping / reconstruction works:

  • Support Project Manager (PM) in project coordination / management activities related to construction activities with internal team and implementing partners.
  • Leading, implementation and monitoring of measures directly in the fields of implementation of project activities related to water supply, sanitation, hygiene, heating, shelter arrangement, revamping and reconstruction of social / basic infrastructure.
  • Participate and contribute to the needs assessment related to revamping / reconstruction activities.
  • Development design assignments for the revamping / reconstruction works fulfilment by contractors as per the Project needs.
  • Conduct regular technical supervision and acceptance of construction and restoration works in fields of project implementation, including subcontractors and partner controlling / leading, to ensure the high quality of the work performed in compliance with the conditions in accordance with the technical assignment.
  • Document management, including compilation, collection and verification of necessary design and construction documentation, including acts, technical assignments, specifications, etc.
  • Expert-level review for compliance with the project plans and specifications, Ukrainian standards and requirements, ASB requirements as related to the ASB Project for: drawings, as-built documentation and as-built drawing (if needed), calculations (if needed), quantity measurement and verification, design narratives (if needed), quality control reports, materials submittals and other construction / reconstruction project technical data.
  • Permanent work on-site to verify quality control processes of the upgrades and results at construction sites around areas of ASB project activities.
  • Review of completed multidisciplinary designs for constructability, value engineering and compliance with Ukrainian/ASB requirements.
  • Provide oversight and monitoring for design subcontractors (if needed).

Communication and Reporting:

  • Contribute to compiling the reports on work progress and quality assurance for the Project manager regularly; document the work progress carefully and meticulously.
  • To contribute to various reports required on the project.
  • Lead the construction documentation management process and maintain control of the construction works.
  • Prepare accurate and timely progress reports on a monthly / quarterly basis and contribute to the preparation of annual reports.
  • Support with organization and participate in the meetings with local authorities and other relevant stakeholders at field level in relation to revamping / reconstruction activities.
  • To fulfil any other task assigned by line manager.

Key requirements:

  • University Degree in Bachelor’s degree or higher in civil engineering or other relevant engineering speciality.
  • Knowledge of Ukrainian standards and construction documentation, approvals and certifications regarding construction and reconstruction activities.
  • Experience: 2-3 years of experience in construction, engineering or project management and coordination with partners. Experience in in humanitarian filed is an advantage.
  • Demonstrated ability to work effectively with and within multi-cultural teams.
  • Demonstrated ability to multi-task and to respond to changing situations in a flexible manner.
  • Understanding of humanitarian principles (Core Humanitarian Standards, Sphere Minimum Standards, etc.).
  • Excellent presentation abilities, report writing, communication and as well as analytical and problem-solving, goal oriented, organisational skills. A flexible and adaptable approach to work.
  • Written and spoken fluency in Ukrainian.
  • Knowledge of English (written and spoken) C1, C2.
  • Excellent command of common computer programs (MS Office, especially Excel and Word functions).
